摘 要：随着项目工程施工中安全形势的愈发严峻，越来越多的企业开始用科学规范的职业健康与安全管理方法，OHSMS是一种国际认可的安全管理体系标准，得到了工程施工企业的一致认可与推崇。文章阐述了当前市政建设工程施工安全现状，并从危险源识别和评价入手，分析细分特有的问题，并提出了OHSMS具体应用的措施。

Abstract：with the project engineering construction of the security situation more severe， more and more enterprises begin to use scientific and standardized occupational health and safety management method， OHSMS is an international approved safety management system standard， obtained the engineering construction enterprise consistent approval and praise highly. In this paper， the current municipal construction engineering construction safety situation， and from hazard identification and evaluation， and analyses the problem of segmentation characteristic， and put forward the measures of OHSMS specific application.

职业健康安全管理体系（Occupation Health Safety Management System.英文简写为“OHSMS”）是20世纪80年代后期在国际上兴起的现代安全生产管理模式，它与ISO9000和ISO14000等标准体系一并被称为“后工业化时代的管理方法”。 职业健康安全管理体系产生的主要原因是企业自身发展的要求。随着企业规模扩大和生产集约化程度的提高，对企业的质量管理和经营模式提出了更高的要求。企业必须采用现代化的管理模式，使包括安全生产管理在内的所有生产经营活动科学化、规范化和法制化。

1.OHSMS危险源评价的发展和作用

危险源的国际定义为：可能导致人身伤害或健康损害的根源、状态或行为，或其组合。OHSMS开展安全管理活动最基本的思路是：识别、辩识系统内产品、过程、活动等存在的危险源，采用必要的方法和手段对其存在的风险进行评价，对照法律法规和其他要求等因素确定是否可接受，对其中不可接受的风险确定控制措施，包括对现有的控制措施的评价、确定需要采取进一步措施和新的控制措施，通过实施以控制职业健康安全风险。……
