摘要：江苏是全国较早实行新农保制度的省份，通过对苏南、苏中、苏北三地新农保政策的运行情况进行比较分析，发现差异，揭示存在的问题，从而提出相关对策和建议，有利于新农保运行体制的进一步健全，截止2015年，全省已基本实现城乡一体化。

Abstract：Jiangsu has gained rich management experience since the government implemented the new rural social endowment Jiangsu is a province that implements the new agricultural insurance system earlier in the whole country，through the analysis of the operation of the new agricultural insurance policy in South of Jiangsu， Jiangsu Province， Jiangsu Province， three places， the differences were found，to reveal the existing problems， and then put forward relevant countermeasures and suggestions。It is conducive to the further improvement of the operation system of the new agricultural insurance.Until 2015， the province has basically achieved the integration of urban and rural areas.

国务院从2009年起开展新型农村社会养老保险（即新农保）试点。江苏作为老农保发源地，是全国新农保的试验区，2010年底率先实现了新农保制度的全覆盖。江苏经济区域可以划分为苏南、苏中、苏北三部分，在对江苏三地新农保实施情况调查的基础上进行了比较分析，进而了解全国经济不平衡地区的新农保运行状况，发现其中的问题，从而提出解决措施。

一、江苏新农保发展现状

（一）新农保实施早

江苏从2009年起在全省范围内正式开展新农保，苏南、苏中、苏北三地开展新农保的进度有所不同。苏南包括南京、苏州、无锡、常州以及镇江，苏州从2003年就开始新农保试点，其他四市均是从2006年左右实施新农保政策。苏中由泰州、南通以及扬州组成，泰州和南通新农保政策实施较早也较完善，扬州2009年才实行了新农保政策。苏北地区包括徐州、淮安、宿迁、盐城和连云港，基本都是2009年开始响应国家和省政府相关政策，实施新农保惠农政策。截至2015年，全省已基本实现城乡一体化。

（二）新农保参保率高

2015年末，全省城乡居民基本养老保险参保人数2347.9万人，领取基础养老金人数1，022.96万人。……
