摘要：由于近年国际社会局面动荡的不断加剧，体育赛场突发事件频率逐年增加，对我国体育赛事的发展带来重大的阻碍影响。在相关文献梳理的基础上，分别以英国、德国、意大利体育赛场突发事件为例，对应急管理的应急组织体制、预测预警机制、应急处置机制、法律保障体系等方面的相关经验进行介绍。在此基础上，结合我国体育赛场突发事件的应急管理的现状，提出提高我国应对突发事件的对策建议。

Abstract：With the development of sports industry in China， sports games has become an important way to promote the city's economic development and strengthening of national people exchanges， however， due to the situation in recent years， the international community's growing unrest， sports stadium incident frequency is increasing year by year， have become an significant block impact on the development of sports events.This article based on the relevant literature review， as the example in the United Kingdom， Germany， Italy sports stadium emergencies， from an emergency organization system of emergency management， forecasting experience early warning mechanisms， emergency response mechanisms， legal security system and other aspects of the presentation， on this basis， the status of the national sports stadium incident emergency management， at finally， proposed some suggestions about how to increase the country Response forceto cope with the emergencies.

引言

伴随着人类文明的不断发展，体育赛事成为国与国之间重要的交流方式，奥运会、足球世界杯等大型的体育赛事不仅受到了各国民众热情追捧，同时也受到了各国政府的高度关注。然而，随着大型体育赛事影响范围的不断扩大，体育赛事不仅仅限于体育圈内，同时还会影响到各国政治、文化、经济等诸多方面。近些年，由于国际社会不安全因素的不断增多，体育赛事突发恐怖暴力事件的数量和后果的严重性都在上升。例如，2015年法国男足与德国男足的比赛遭受到恐怖分子的袭击，造成近60人死亡，近200人受伤；2013年4月15日，美国波士顿马拉松比赛接连发生两起致命爆炸袭击事件，造成3人亡，近176人受伤[1]。这些赛场突发恐怖暴力事件不仅对公民人身与财产安全造成了严重威胁，同时对赛事举办国家的经济、社会乃至政治都产生了重大影响。……
