摘 要：减少和消除阻碍要素跨境流通的障碍、降低交易成本、建立高效的贸易便利化体系已经成为区域经贸合作的重要内容。对于中蒙两国来说，经贸合作、文化交流源远流长，全面提升两国贸易便利化水平，不仅是顺应全球发展趋势的需要，更为两国进一步加强经贸合作创造良好的商务环境。文章根据世界经济论坛发布的《全球贸易促进报告（2014年）》（Global Trade Enabling Report，GTER）中的ETI指数（Enabling Trade Index，贸易促进指数），全面评估并对比分析中蒙两国贸易便利化现状及存在的问题，为进一步提升双边贸易便利化水平做好基础研究。

Abstract： Reducing and eliminating the barrier of the cross-border transportation of essential elements， lowering the cost of trade， establishing efficient trade facilitation system has been the main point of the regional economic and trade cooperation. The economic and cultural communication between China and Mongolia has a long history. As a result， both of the two countries need enhance overall their trade facilitation in order to adapt themselves to the tendency of global development and promote the further cooperation on economics and trade. The paper wholly evaluates and comparatively analyzes the current situation of trade facilitation in China and Mongolia based of the EFI index published in《Global Enabling Trade Report（2014）》on the world economic forum， and further proposes the solution to the existing problems for the purpose of paving the way for the future improvement of bilateral trade facilitation between China and Mongolia.

蒙古国蕴藏着丰富的矿产资源，经济增长迅猛，中蒙双边贸易持续稳定增长，中国已连续十余年保持蒙古第一大贸易伙伴国地位。两国经济互补性强，经贸合作前景广阔，未来将继续按照矿产资源、基础设施、金融合作“三位一体、统筹推进”的经贸合作总体思路开展互利共赢的合作，争取在2020年实现双边贸易突破100亿美元。然而，在经贸合作发展势头良好的情况下，中蒙两国也存在一些亟待解决的困难，其中包括基础设施效率低下、口岸通关不畅在内的贸易投资便利化领域问题。贸易投资便利化就是对国际贸易投资制度、程序和规范的简化与协调。通过简化贸易程序，提高政策管理和手续办理的透明度、基础设施的标准化建设，协调相关标准与规定等，为国际贸易投资活动创造良好环境。……
