摘 要：合肥市作为安徽省省会，是安徽省文化产业发展的示范地区。合肥市文化产业发展中政府职能是否充分发挥，不仅影响当地文化产业的健康发展，而且对其他地区文化产业的发展具有重要的借鉴作用。本文以政府在文化产业发展中的作用为研究基点，综合运用文化产业相关理论以及行政学理论知识，探究政府应如何根据文化产业发展特点，充分完善自身职能，履行职责，为合肥市政府更好的管理文化产业提出对策与建议。

Abstract： Hefei， as the capital of Anhui Province ， is an exemplary area of the culture industry development in Anhui Province .Whether the government functions could exert in the development of Hefei cultural industries ，not only affect the healthy development of local cultural industries ，but also for the development of other areas .The research basis points of this paper is the function in cultural industries development， integrated use of administrative science theories and the theoretical knowledge of cultural industries .To explore the government should how to improve their own functions and duties， according to the characteristics of cultural industries .In the end ，the author put forward some suggestion to help the government of Hefei to manage the cultural industries better and better.

（一）文化产业、政府职能的涵义

文化产业在西方又被称作文化工业，起源于德国法兰克福学派，一般而言，文化产业就是以市场需要为导向，以文化经营单位为载体，具有独立的市场经济地位，以向人们提供高质量的文化产品与服务为主要目标的新兴产业，被誉为21世纪的“朝阳产业”。文化产业的产业特色鲜明，具有产业性、经营方式的企业化、价值的市场转化性、功能的双重性等基本特征，属于技术密集型和人才密集型的产业。

政府职能是指政府在国家、社会中所起的基本作用，是国家职能的组成部分之一。政府职能转变就是转变政府原有的管理模式，使其更好的适应社会与市场发展的需要。政府职能转变的主要原因是旧的模式弊端日益显露，不适应社会的发展，对社会起着严重的阻碍作用，政府效率低下，也不利于行政目标的实现。政府职能的转变具有多种方法，大致分为龙卷风型和文火型，即快速的转变以及循序渐进的转变模式。……
