论高等教育大众化进程中的研究生教育

摘要：我国高等教育已经进入到了大众化的发展进程，但研究生教育不能大众化，还要根据教育规律和科学技术发展的需要，保持研究生教育的精英化模式。努力创造国际一流的研究生教育，实现从研究生教育大国向研究生教育强国转变。

Abstract:The higher education in our country is already in the process of popularization, but it's not the suit-able way for postgraduate education. It's necessary to keep postgraduate education as elite education, which is based on the education law and the development of science and technology. We need to focus on the development of post-graduate education to promote the innovation of postgraduate education from quantity to quality-oriented transforma-tion.

按照美国社会教育家马丁·特罗的高等教育发展理论，2002年，我国高等教育毛入学率达到了15%，这预示着高等教育开始迈入大众化的发展进程。经过十年发展，到2013年，毛入学率已增长至34.5%。在校生规模达3460万人，成为了名副其实的高等教育大国。

伴随着高等教育的发展，研究生教育也实现了从小到大、快速发展的历史性跨越，实现了自主培养高层次人才的战略目标，也成为了具有全球影响的研究生教育大国。但是，应该看到，与发达国家相比，我们还不是研究生教育强国，尤其是在整体质量上与国际高水平比较，还有较大的差距。研究生教育还需要进一步改革、完善和提高。

2013年，国家启动研究生教育综合改革以来，经过近两年的努力，取得了明显的成效：研究生的学位授权体系日益健全、教育质量保障体系逐步确立、培养模式改革得到进一步深化、研究生参与科技创新的广度和深度得到不同程度拓展。总的看，改革、深化和提高已成为研究生教育发展中的主旋律。……
