摘要专利文件的撰写是法律性和技术性都非常强的工作。申请文件的好坏直接影响到能否获得专利权、影响专利保护范围的大小，也会影响专利申请的速度。能否撰写出一份既符合具体专利的特点，又能符合法律规范要求的专利申请文件，关系到专利权人直接的利益。因此我们要尽可能地按照要求完整撰写相关材料，以缩短我企业发明人和专利代理机构沟通的次数，提高专利申请的效率，缩短专利申请受理的时间周期。

AbstractThe writing of the patent documents, is a very strong work of law and technology. The application documents directly affect the ability to obtain patents, the size of the scope of patent protection, but also affect the speed of patent applications. Therefore, it can be written in a patent not only with the characteristics, but also in line with the requirements of the legal norms, the relationship between the patent rights of people directly benefit. So we must as far as possible in accordance with the requirements of the complete writing materials to shorten the number of my business inventors and patent agency communication, improve the efficiency of the application for a patent for, shorten the patent to apply for the admissibility of the time period.

1专利概述

自专利法实施以来，我国专利申请量连攀新高，截止2014年底，我国共受理专利申请1 545.5万件，共授权872.9万件。尤其职务发明创造比例不断提高，专利质量稳步提升。为进一步发展船舶企业的专利事业，提高船舶企业造船技术创新水平，保护船舶企业的关键技术，本文着重分析船舶企业专利撰写中存在的问题，提出相应对策措施，以此来提高船舶企业基层人员的专利撰写能力。

1.1专利申请

发明人在完成一项发明创造后，为使该发明创造获得专利保护，必须要根据《专利法》规定，对发明和实用新型专利进行申请，应提交请求书、说明书及其摘要和权利要求书，外观设计专利应提交请求书、外观设计图片或者照片及简要说明等文件，以书面或者电子申请形式向国务院专利行政管理部门提出专利申请。……
