审计在国家治理现代化进程中的作用

摘要：作为国家治理体系的重要基石，审计对于国家治理现代化具有重要意义。现代化的审计不仅是国家治理体系现代化的重要标志，而且可以促进相关治理制度的建立和优化，并可从决策力、执行力、廉洁性、绩效性等方面促进国家治理能力的现代化。审计应顺应国家治理现代化的要求，更好地发挥其对国家治理体系和治理能力的促进作用。

Role of Audit in the Process of National Governance Modernization

Abstract：As the cornerstone of national governance system, audit plays important roles in the process of modernization of national governance. The existing of modern audit is an important symbol of national governance modernization. Effective audit can facilitate the improvement of national governance system and provide safeguard to the modernization of national governance system. Audit is also helpful to the modernization of governance ability by improving decision-making power, executive power, integrity, etc. In the future, government audit should meet of need of national governance modernization and facilitate the modernization of national governance system and governance ability.

审计制度是现代国家制度的重要组成部分，对于国家治理目标的实现具有十分重要的意义①在本文语境下，审计仅指政府审计(在我国又被称为国家审计)，而不包括注册会计师审计和内部审计。。世界审计组织(INTOSAI)第二十一届大会通过的《北京宣言——最高审计机关促进良治》指出，审计机关“帮助各国政府提高绩效、增强透明度、落实问责制、维护信誉、打击腐败、提升公信力、保护公民的利益，进而促进了良治[1]” 。在传统政治制度中，审计只是统治阶级维护自身统治的工具，其地位很大程度上取决于最高统治者个人的重视程度，因而具有较大局限性。只有当政治理念与实践从“统治”发展到“治理”以后，审计才真正成为国家治理体系中必不可少的重要制度。并且，随着国家治理制度与实践的不断发展，审计在国家治理中的地位与作用亦不断提高。……
