雅安市医疗卫生机构影像科人员配置现状研究

目的 对目前雅安市医疗卫生机构影像科人力资源配置现状进行统计调查，分析其存在的问题，并提出相应建议。方法 根据雅安市疾病预防控制中心职业卫生与辐射防护所对雅安市2015年医疗卫生机构影像科在岗人员配置情况进行统计，并通过与医疗机构负责人及影像科部分人员进行访谈，掌握全市医疗卫生机构影像科人员配置情况。结果 所统计的66家医疗机构387名人员，性别比例失衡，存在严重的年龄结构老化现象，学历水平整体偏低，高学历、高职称人才主要集中在市区三级医院，且高级职称人才以退休返聘人员为主，重点是一、二级医疗机构诊断人员奇缺、全市在职高学历、高职称人才奇缺。结论 行业主管部门在维持和保障目前全市影像工作队伍稳定的同时，应大力引进和培养年轻的高学历、高职称人才，并且将扶持重心向县、乡级医疗卫生机构的诊断人员方面倾斜，以解决县、乡级基层医院人才短缺问题，同时也为该专业在国家医疗体系内科学、健康、有序发展打下良好的基础。

［Abstract］Objective To statistically survey the staffing status in the department of imaging in the medical and health institution in Ya'an City at present，analyze the existing problems and put forwards corresponding suggestions.Methods The staffing of on-the-job personnel in the department of imaging in the medical and health institution in Ya'an City in 2015 was counted according to occupational health and radiation protection institute of Ya'an disease prevention and control center，And the staffing in the department of imaging in the medical and health institution in the whole city was mastered by interviewing the principal in the medical institution and some staff in the department of imaging.Results In the 387 staff in 66 medical institutions，the gender imbalance，serious age structure ageing phenomenon and low academic qualifications as a whole existed，talents with higher degree of education and higher professional title mainly concentrated in the first class of hospitals in city，and talents with higher professional title were mainly people re-employed after retirement，the key points were the shortage of diagnosis staff in the first-class and second-class medical institutions and talents with higher degree of education and higher professional title in the whole city.Conclusion The industry administrative department should maintain and ensure the imaging work team in the whole city，introduce and cultivate young talents with higher degree of education and higher professional title，put the supporting core towards the diagnosis staff in medical and health institutions at the country and countryside levels in order to solve the problems of shortage of talents in the primary hospitals at the country and countryside levels，and lay a good foundation for the scientific，healthy and orderly development of this major in the national medical system.

随着新医改方案政策的出台，基本公共卫生服务体系建设不断加强，以及分级医疗制度的实施，基层医疗卫生服务机构作为向广大人民群众提供基本公共卫生服务的重要主体，其自身的服务水平对实现公共卫生服务均等化、体系健全化、范围扩大化等各目标具有很大的影响作用［1］。……
