摘要：受经济竞争、全球排名、评价制度影响，研究功能开始主导教学与服务功能，现代大学成为产生创新的机构。大学作为公益事业和社会教学机构的身份遭遇危机。郑凯申认为,当今大学遭遇的系列问题是由多功能组织机构的复杂性造成的，提出用“多层次多功能系统”削减这种复杂性。他强调，在知识社会中大学教育应当具有普通教育的性质，应将大学重构为教学机构，而不是生产资源的工具。对“多层次多功能系统”模式的基本内涵、建构背景、实施保障进行了梳理和分析，欲图对深化我国高等教育综合改革提供一些启发。

Abstract:Affected by the economic competition and global ranking and evaluation system，research function has begun to dominate the teaching and service, so higher education is fully implicated as an institution looked upon as a producer of innovation. The identity of the university as a public welfare and teaching institution has been subjected to questioning. Jung Cheol Shin, an associate professor at Seoul National University, has thought that it is the complexities of the university's multi-functional organization that has caused all of those problems. Besides, he has pointed out that the "multi-level and multi-functional systems" can cope with the complexities effectively, and has stressed that the university should be redesigned as an institution of teaching rather than a tool of generating resource.
