进口废纸再生利用环境风险研究

[摘要]我国是纸产品生产和消费大国，国内的森林资源和废纸不能满足生产的需要，进口废纸弥补了原料的不足的问题。本文阐述了进口废纸的基本情况以及进口废纸带来的资源环境效益，同时进口废纸也存在一定的问题，如夹带问题，再利用过程环境污染问题，行业企业管理不规范问题等。文章从行业如何自律、管理部门加强管理等方面提出了建议。

Abstract：China is a big country in the production and consumption of paper products.Import waste paper could make up for the shortage of raw materials because our domestic forest resources and waste paper cannot meet the demand of our production.In this paper，we state the general details of the imported waste paper and reveal its resource and environment benefit.Everything has two aspects of positive and negative.Import waste paper also brings some potential pollution problems.For example，carries inclusion such as living garbage，dust，waste glass，waste metal，wood waste etc.The processing and utilization process may also initiate environmental pollution incidents if the management of enterprises does not meet the requirements.This paper puts forward suggestions on how to strengthen the self-discipline management of the industry and how to strengthen the management from the administrative department.

引言

目前，我国纸及纸板的生产量已超亿吨[1]，超越美国，跃居世界首位，在世界造纸工业竞争格局中已具有相当的影响力。随着我国经济的快速发展，百姓生活水平逐步提高，纸产品消费日益增长，生产纸的原料需求也不断增加。我国森林资源相对匮乏，原生纸浆已不能满足发展的需要。我国再生资源回收体系尚不健全，部分废纸不能很好的回收循环再利用，而且国内废纸循环利用次数较高，纤维变短，回收利用影响再生纸质量，为解决此问题，国家允许进口符合环境保护控制标准的废纸。……
