浙江省铅蓄电池行业环境管控现状及对策研究

【摘要】近年来铅蓄电池行业血铅污染事件引发了社会各界的关注，国家和地方非常重视，纷纷颁布和实施铅蓄电池行业环境管控的法规政策。经过几年的努力，淘汰了落后产能，行业水平有了整体提高，但是与国家和地方上的管控要求，还有一定的差距。以浙江省铅蓄电池行业为研究对象，深入剖析行业在环境管控方面存在的问题，有针对性的提出切实可行的对策建议，促进浙江省铅蓄电池行业良好发展，同时为全国铅蓄电池行业产业升级指明方向。

Abstract：In recent years，lead battery industry blood lead pollution incident has caused the concern of the community，the state and local attaches great importance to the promulgation and implementation of lead battery industry environmental management and control policies. After several years of efforts，the elimination of backward production capacity，the industry level has improved overall，but with the national and local control requirements，there is a certain gap. Zhejiang province lead battery industry as the research object，in-depth analysis of the industry in the environmental management and control problems，the proposed practical measures to promote the development of lead-acid battery industry in Zhejiang Province，at the same time for the national lead battery industry to upgrade.

引言

铅是一种对人体危害极大的有毒重金属，铅及其化合物进入机体后将对神经、造血、心血管和内分泌等多个系统造成危害[1]。铅蓄电池制造业是涉铅主要行业，虽然目前现有的技术和设备完全能对该产业链的铅污染实现有效控制，但过去几年浙江省血铅超标事件仍有发生。2011年台州市路桥区与湖州市德清县发生的血铅事件对当地人民群众的身体健康和生态环境都造成了严重的危害。……
