[摘 要] 实现农村经济的持续健康发展是关系到实现全面建成小康社会奋斗目标的重要问题，本文分析了当前制约农村经济发展的突出问题，并结合大数据时代背景下，如何实现农村经济发展的新突破提出了对策建议。

Problems and Countermeasures of China's Rural Economic Development in the Presence of Big Data

Abstract：Achieving sustainableand healthy development of the rural economy is an important issue to achieve the goal of building a moderately prosperous society. The paper analyzedcurrent outstanding problems constraining the development of rural economy， combined with the background of big data，made several countermeasureson how to achieve a new rural economic development breakthrough.

“农业、农村、农民问题”始终是关系到社会主义现代化建设全局的关键问题，也是全面建成小康社会最艰巨最繁重的任务，农业强则基础牢， 农村稳则国家安，农民富则国家昌。改革开放以来，农村经济发展取得了巨大成就，农业综合生产能力得到显著提升，粮食产量实现了“十一连增”，农村社会和谐稳定，农民收入持续增长，农民生活水平得到明显改善，为实现全面小康和推进现代化建设做出了突出贡献。目前，我国经济发展步入新常态，经济发展速度正从高速增长转向中高速增长，经济发展方式从规模速度型粗放增长转向质量效率型集约增长，农村经济发展的内外部环境发生了深刻变化，因此，如何适应新常态，在经济增速放缓、经济发展方式转变的背景下，实现农村经济发展的新突破【1】，是必须破解的一个重大难题。

1 当前制约农村经济发展的突出问题

1.1 农村劳动力大量转移，农民老龄化、农村空心化问题突出——“谁来种地”。

近几年来，国家采取了一系列促进农村经济发展的惠农政策，农村经济发展步入了前所未有的历史机遇期……
