摘 要：都市农业是在城市及周边地区，依托城市资源集聚优势，服务城市发展的现代农业。伴随着我国城镇化水平的提高，都市农业的发展将成为城市发展建设中的重要组成部分。笔者通过对都市农业相关理论的研究，明确了都市农业的基本概念及范围要求；通过对国内外都市农业理论研究进展的论述，探究了都市农业规划的理论基础；通过对临沂市都市农业发展现状的考察，总结了临沂市都市农业发展过程中存在的问题，提出临沂市都市农业中心城市、近郊、远郊3个圈层，蔬菜种植、花卉苗木、经济林果、物流会展、生态景观、休闲观光六大功能区的战略布局。

Abstract： Urban agriculture is one of modern agriculture which is located in the city and surrounding areas， relying on city resources， services to the development of city. Along with the development of Chinese city， the development of urban agriculture will become an important part of city economy. By studying the theory of urban agriculture， this paper defined the basic concept and scope of the urban agriculture； by studying the progress of urban agriculture theory， this paper explored the theoretical basis of urban agriculture programs； by studying the development of Linyi urban agriculture， this paper summarized the existing problems of urban agriculture in Linyi City， and made the strategic plan of Linyi urban agriculture which included three spheres ：urban， suburban， outer suburban and six functional areas： vegetables zone， flowers and nursery zone， economic fruit zone， exhibition zone， ecological landscape zone， leisure zone.

1 国内外都市农林业研究进展

20世纪90年代初期，我国学者开始对都市农林业展开研究与实践探索。这一时期，俞菊生、方时姣、方志权等国内学者对“都市农林业”一词的起源进行了研究。随着我国都市农林业的发展和研究的开展，出现了结合我国实际情况表述的都市农林业的定义。国内都市农林业的实践主要分布在经济发展较好、消费能力较强的城市内部或近郊，如北京、西安等。位于西安的杨凌农林业高新技术产业示范区，已成为攻克三农难题、实践科学发展观的试验基地，2014年，全年投入研究与试验经费达5.2亿元，新增科技成果及专利申报720件。
