【摘 要】受宁夏回族自治区发改委委托，进行该课题研究，其目的就是在摸清固原市水资源及其开发利用现状、分析和评价水资源承载能力的基础上，提出水资源合理开发、高效利用、有效节约、优化配置、积极保护和综合治理的总体布局及实施方案，促进人口、资源、环境和经济的协调发展，实现水资源的统一管理和可持续利用，以支持经济社会的可持续发展。

【Abstract】By the Ningxia Hui Autonomous Region Development and Reform Commission， to carry out the research， the aim is to find out the Guyuan water resources and their exploitation status， analysis and evaluation of water resources carrying capacity basis， we propose rational development of water resources， efficient use， effective conservation optimize the configuration， active protection and overall layout and implementation of the comprehensive management plan， promote the coordinated development of population， resources， environment and economy， to achieve unified management of water resources and sustainable use， in order to support sustainable economic and social development.

固原市位于宁夏自治区南部，全市辖四县一区，共62个乡镇、3个街道办事处、30个居委会、870个村委会，全市土地面积10583Km2，约占宁夏总面积的15.93%。2012年底，全市总人口155.3万人，农民人均纯收入4550元。境内有六盘山机场，中宝铁路、福银高速公路和国道省道穿境而过，构成了四通八达的立体交通运输网络，是全国回族主要聚居区之一，也是全国最为干旱、贫困的地区之一。

1. 水资源评价

1.1 水资源总量。

固原市水资源总量56660万m3，其中地表径流量56660万m3、地下水总量27970万m3，重复计算量27970万m3，依据《宁夏黄河地表水资源县级初始水权分配方案》，分配给固原市多年平均水资源利用量为24900万m3，占水资源总量的42.57%（固原市各县水资源分布表见表1）。

1.2 水利工程可供水量。

经过水利工程拦蓄，扣除蒸发、渗漏等水量后，固原市多年平均水利工程可供水量为21806万m3，50%、75%、85%、90%、95%保证率可供水量分别为19603万m3、13798万m3、10975万m3、9369万m3、7356万m3（固原市各县库坝工程可供水量。
