摘 要：为了强化社区管理能力，促进居民参与社区共同管理，兰州市西湖街道研发了“三维数字社会管理”系统，开展了“民情流水线”工程等创新性社区服务项目。该文以建工社区为例，从居民参与的角度，在总结社区网格化管理实践基础上，通过对社区居民参与意愿、现状、满意度的调查分析，发现自社区实行网格化管理以来，社区居民有比较积极的参与意愿，对社区工作整体上是满意的，但在政治参与上，居民受参与方式、内容、自身意愿等影响，还存在一定问题有待改善。

Study on the Participation of City Residents of the Community Gridded Management

——Taking Jiangong Community，West Lake Subdistrict，Lanzhou City for an Example

Abstract：In order to strengthen the community management ability， promote the residents to participate in community co-management，the streets West Lake developed the "three-dimensional digital community management system"，carried out the innovative community service project，such as the "Public pipeline". This project takes community construction as an example，from the perspective of residents' participation，concludes the practice of community gridded management. By analyzing the investigations of community residents' participation willingness，present status and their satisfaction，it has been found that community residents become more willing to participate and easier to be satisfied since the implement of community grid management. While on the other hand，there are still some problems on residents' political participation that needed to be improved.

1 问题的提出

随着城市化进程加快和社会变革的深入推进，各种新的社会问题逐渐聚焦到社区层面，例如辖区内小微经济组织增多，流动人口大量涌入社区，这些新的社会变化都给社区环境、治安、计生等管理工作带来挑战，为应对传统人力管理压力，网格化管理思想从企业管理领域应用到市政管理中，许多地方开始将社区网格化管理作为基层社会管理体制创新的一种新方向。从北京东城区、浙江舟山等具有代表性的早期实践看，社区实行网格化管理[1]的优势在于：打破政府垂直部门和职能部门之间的条块分割，实现区政府、街道、社区三级协作管理，在保证行政管理效率的同时，强化了社区整合能力，最大限度将组织内部资源有序释放，吸引更多体制外的社会资源，尤其是“社会人”参与到维持基层社会稳定建设中。……
