摘 要：土地整治规划数据库建设是实现土地信息化管理和建设的迫切需求，是落实基础图件与项目成果的数字化管理、实现“一张图”指导和管理平台建设的要求。该文基于ArcGIS软件平台，在分析解读县级土地整治规划数据库建设的规程与要求下，阐述了数据库建设的内容与技术流程，列举了数据检查过程中的常见错误及其处理方法，为同期开展土地整治规划数据库建设工作提供新的思路与模式参考，以促进县级土地整治规划管理的信息化建设。

The Construction of Land Consolidation Planning Database for County-level

Abstract：The construction of land consolidation planning database is an urgent need of land informationization management and construction，and is the implementation of the basic database of maps and digital data management project results，achieving“a map” to guide the planning and management of land consolidation activities. Based on the software platform of ArcGIS，this paper analyzes the land consolidation Planning regulations，states the content and construction flow of database，lists the errors and the methods of solution. This paper also provides new thoughts and models of the construction of land consolidation Planning database，promotes informationization construction of county land consolidation planning management.

土地整治规划是土地利用总体规划的专项规划，是土地整治项目立项及审批的基本依据，是安排各类土地整治资金的重要依据，也是保障土地整治科学、有序开展的重要前提。根据《全国土地整治规划（2011-2015年）》和《县、市级土地整治规划编制规程》，在编制各级土地整治规划（2011-2015年）时，按照“一张图”综合监管平台建设的要求，与土地利用总体规划数据库建设相衔接，同步建设土地整治规划数据库，推进土地整治规划管理信息化建设。

1 土地整治规划数据库建设内容及要求

1.1 建设内容 土地整治规划数据库建设的内容包括土地信息要素中的土地整治规划要素，分为土地整治规划的空间要素和非空间要素。空间要素包括土地整治潜力要素和土地整治规划要素，非空间要素包括规划文档要素、规划表格要素、规划图件要素，具体内容见表1[3]。……
