基本体育公共服务均等化的重要意义与国际经验*

摘要:当前，公平发展已经成为国家治理体系的重要基础。推进以公平为核心价值追求的基本体育公共服务均等化，将是决定体育改革成效与成功的关键。实现基本体育公共服务均等化既有利于弥补城乡发展断层，又有利于促进体育深层次矛盾的解决，从而加速体育强国建设的进程；既有利于不同群体共享公共体育资源，又有利于提高公众的幸福指数。国外体育公共服务供给均等化的基本经验包括：关注重点人群，扩大体育公共服务覆盖范围；注重法制建设，提供“均等化”的制度保障；加强硬件建设，以“全覆盖”促进“均等化”；创新供给机制，注重发挥非营利组织的作用。

Significance and International Experience of Basic

Sports Public Service Equalization

Abstract:Currently, the fair development has become the foundation for the national governance. The basic sports public service equalization with fairness as the core value is the key to the effect and success of the sports reform. The basic sports public service equalization can narrow the gap between the urban and rural development, solve the conflicts among different sports levels, accelerate the sports power construction, share public sports resource among different groups and enhance the happiness index. The experiences of the foreign public sports service include focusing on key group, enlarging the scope of public sports service, providing systematic guarantee of equalization, strengthening facility construction and exerting the function of the non-profit organizations.

从党的十六届六中全会提出“公共服务均等化”，到党的十七大强调“必须注重实现基本公共服务均等化”，再到党的十八大报告明确提出“到2020年总体实现基本公共服务均等化目标”，基本公共服务均等化作为国家的战略目标，已然成为全面建成小康社会的必由之路。而“十三五”作为“基本公共服务均等化总体实现”的关键时期，必将进入公共服务改革的攻坚阶段。那么，体育公共服务作为社会性公共服务不可或缺的组成部分，不仅迎来了前所未有的发展机遇，而且面临着公共体育资源配置由失衡向均等化转变的挑战。……
