【摘要】自2006年《国务院关于完善意大中型水库移民后期扶持政策的意见》（国发[2006]）17号文）实施后，邢台县根据移民生产生活的现实状况，按照优先解决突出问题的原则，以实施基础设施建设项目为重点，积极扶持移民直接受益的生产开发项目，推进库区和移民安置区经济社会和谐发展， 使广大移民群众充分享受到了改革发展成果，同时，也在不断发现问题和不足，逐步完善和提高。

【Abstract】Since 2006， "the State Department policy support on Improving the late Italian immigrant and medium-sized reservoir" （Guo Fa [2006]） on the 17th article） implementation， Xingtai County， according to the realities of production and living， in accordance with the principle of priority to resolve outstanding issues， in the implementation of infrastructure projects， focusing on actively support immigrants directly benefit the production and development projects， promoting the reservoir area and the resettlement areas harmonious economic and social development， the majority of immigrant masses to fully enjoy the achievements of reform and development， while also continue to identify problems and insufficient， and gradually improve and improve.

邢台县在贯彻落实大中型水库移民后期扶持政策工作中，在做好人口核查、直补资金兑现等各项工作的同时，以实施项目建设为抓手，全力助推库区和移民安置区经济社会可持续发展。2006年，该县核定登记大中型水库移民8657人，分布于17个乡（镇）213个行政村（移民村32个）。2012年，邢台市区划调整后，实有移民6759人，分布于15个乡（镇）174个行政村（移民村28个）。实际纳入项目扶持范围的有52个行政村，其中包括淹地村、征地村（简称相关村）。截止2013年底，共投入后扶项目资金共计884.3万元，实施完成的项目工程151处。所建项目受益村40个、受益人口达2.5万多人次。移民的饮水、灌溉、行路等生产、生活条件明显改善，生活水平正在稳步提高，移民人均纯收入由2006年的1012元增长到2013年的3931元。

1. 项目实施走好“三步棋”

1.1扶持基础设施建设项目，增强发展后劲。

（1）解决灌溉难问题。首先解决水源问题。对库区移民村及相关村，由于成井条件差，充分利用地表水，以修建大口井或带截流式大口井方式解决灌溉水源问题。……
