摘 要 通过收集整理我国部分省市基本药物配送企业招标实施方案，分析我国现阶段基本药物配送的实施对药品供应保障安全的影响。结果表明，我国基本药物配送存在供应保障安全问题，如总体配送率不令人满意、及时率较不理想、偏远地区基本药物的配送不到位问题突显等，究其原因是配送企业的遴选标准不完善、配送企业数量和规模分布不合理以及配送费用普遍偏低。

Effect of essential drug distribution on the security of drug supply in China

ABSTRACT The effects of essential drug distribution at the present stage on the security of drug supply were analyzed by collecting the bidding implementation schemes of essential drug distribution companies in some provinces and cities in China. Results showed that there were some supply and security issues such as unsatisfactory overall distribution rate， lower rate of arrival on time and unavailability in remote areas in essential drug distribution in China， the reasons of which could be ascribed to the imperfect selection criteria， the unreasonable amount， size and layout of distribution companies and generally lower payment for distribution.

我国基本药物制度政策框架中提出“保证基本药物及时、足量、保质供应是建立基本药物制度、满足广大群众基本用药的重要环节”，此外，2011年国务院讨论通过的《国家药品安全规划（2011-2015年）》中也强调“要提高国家基本药物供应能力，确保公平可及”，可见保证基本药物供应保障安全是我国基本药物制度的重要目标之一。基本药物供应保障安全是指基层医疗机构的基本药物能及时、足量地供应，主要表现为配送率和及时率。尽管我国基本药物的供应保障已取得一定成绩，但基本药物配送不到位和不及时的问题仍时见报道。鉴于此，本文分析我国现阶段基本药物配送实施对基本药物供应保障安全的影响，以期促进基本药物配送制度的进一步完善。

通过调查我国32个省份的基本药物配送商招标采购方案，可将基本药物配送模式总结归纳为集中配送、分级配送、分散配送和第三方物流配送，这4种模式各具特色，各模式的简要介绍及采用该模式的地区（表1）。……
