【摘 要】安全是医疗建筑品质中最重要的因素之一，从建筑设计角度考虑患者的安全问题，如地震、火灾等突发事件发生时，能够使患者和医务工作者的安全得到保证是设计的主要目的之一，也是一个值得我们设计者研究的问题。尽管我国现行规范及有关规定对此有相应的规定，但是在目前医疗建筑高速发展建设的今天，这些规定的针对性、防御技术还不完善，对该类建筑的认识、对使用者特殊性的认识程度和设计水平还都没有达到足够的重视程度。一些已建成的医疗建筑的安全措施远没有达到对这类特殊人群在突发事件发生时所能提供的必要保证。

引 言

现今，医疗建筑高速发展是建国以来空前的时期。同时，我国经济的迅猛飞跃，使得人民群众对自身健康服务的需求越来越高。政府对如何解决好人民群众就医问题报以高度的重视，力求向人民提供一个透明的、高效服务的医疗体系。因此地方官员对该类建筑的建设更为关注。

在急于建设，突显地方政绩而经济投资不足的前提下，对安全措施的重视并没有放在重要位置上。出现诸多如选地不合理，用地过小等问题。强调住院或门诊楼的高度以视为该地区标志性（医院应为标示性建筑）。用于规范对该类建筑的针对性条款不全面，各地执法水平的不一致等诸多因素，给设计带来了很多困惑。一些以垂直交通模式为主的一层一个护理单元的高层住院楼拔地而起，给安全疏散问题的解决带来了很大困难。……
