IMO 分委员会改革与2014年会议日程安排

国际海事组织（IMO）由大会、理事会、五个委员会、九个分委员会（2013年12月31日之前）和秘书处等组成。作为2013 年11 月25 日至12月4 日召开的 IMO 第28 届大会的一项主要成果，在第92届海上安全委员会（MSC 92）完成的 IMO分委员会改革具体方案和各分委员会职责重新划分的基础上，经过理事会和有关委员会会议的审议，第28届大会通过了IMO分委员会改革方案，对原有的九个分委员会的职责进行合并重组，从2014年1月1日起，MSC和MEPC下设如下七个分委员会协助其工作：

——船舶设计与建造分委员会（Sub-Committee on Ship Design and Construction，SDC）；

——船舶系统与设备分委员会（Sub-Committee on Ship Systems and Equipment，SSE）；

——IMO 文件实施分委员会（Sub-Committee on Implementation of IMO Instruments，III）；

——航行、通信与搜救分委员会（Sub-Committee on Navigation, Communications and Search and Rescue，NCSR）；

——防污染及应对分委员会（Sub-Committee on Pollution Prevention and Response，PPR）；

——货物和集装箱运输分委员会（Sub-Committee on Carriage of Cargoes and Containers，CCC）；以及

——人为因素、培训和值班分委员会（Sub-Committee on Human Element, Training and Watchkeeping，HTW）。

而在2013年12月31日之前，MSC和MEPC下设如下九个分委员会：

—— 散装液体和气体分委员会（Sub-Committee on Bulk-Liquids and Gases， BLG）；

—— 危险品、固体货物和集装箱运输分委员会（Sub-Committee on The Carriage of Dangerous Goods, Solid Cargoes and Containers，DSC）；

—— 防火分委员会（Sub-Committee on Fire Protection，FP）；

—— 无线电通信与搜救分委员会（Sub-Committee on Radio communications and Search and Rescue，COMSAR）；

—— 航行安全分委员会（Sub-Committee on Safety of Navigation， NAV）；

—— 船舶设计与设备分委员会（Sub-Committee on Ship Design & Equipment，DE）；

—— 稳性与载重线和渔船安全分委员会（Sub-Committee on Stability & Load Lines and Fishing Vessels Safety， SLF）；

—— 培训与值班标准分委员会（Sub-Committee on Standards of Training and Watchkeeping ，STW）；以及

—— 船旗国管理分委员会（Sub-Committee on Flag State Implementation， FSI）。

2014年1月1日起形成的七个新的分委员会与2013年12月31日之前原有的九个分委员会的关系见表1。

此外，IMO第28 届大会还通过了适当压缩会期、减少会间会安排等事项的改革内容，力求提高效率，削减成本。……
