摘要：随着移动通信快速普及发展，如今手机将是生活不可缺少最主要通信工具之一，然后手机通信给老百姓带来便利的同时，非法用户通过大范围拨打用户手机，振铃一次后挂机，等待用户回拨，形成骚扰和欺诈，造成恶劣社会影响。该文根据骚扰用户特性和现有通信系统现状，提出在彩铃平台上实现骚扰电话跟踪可疑号码，然后通过外呼验证，并形成的网内用户直接停机、网间用户提交工单，协同跨网防治骚扰电话，该解决方案在实际中得到验证，取得了良好处理效果。

Absturact： Mobile phone has become the most indispensable communication tools in our daily life as the rapid development of mobile communications， despite of the convenience to people brought by mobile phone， adverse social impacts are also revealed where illegal users extensively dial the numbers of users and hang up after one ring， waiting for the users to callback. According the features of harassing users and the status of existing communication system， the paper proposes the solution to implement the tracking of suspicious harassing numbers through CRBT platform harassing phone tracking number， then verify through outbound calls and suspend the harassing numbers directly with the work order submitted by gateway users and realize collaborative inter-network harassing phone call prevention， which has been proven by practical application and obtained favorable results.

1 防骚扰电话监控背景

1.1 骚扰电话带来的社会影响

目前骚扰电话整体呈蔓延趋势，众多不法分子利用电话渠道对客户进行大面积骚扰，利用客户回拨行为过程中完成诈骗、不法交易和宣传。对社会和国内运营商客户带来了不良影响。同时客户在回拨的过程中产生了通话费用，客户的经济利益受到了损失。客户投诉不断升级。

由于其承载渠道为国内运营商的通信网络，直接对国内运营商的品牌产生了负面影响。

1.2 什么是骚扰电话

非法用户或集团对国内手机用户和固定电话用户大面积拨打，振铃一次立即挂机，然后等待电话用户回拨，通过呼转到声讯台或录音电话上来进行骚扰和诈骗，违背电话用户主观意志，蒙蔽用户的呼叫并对整个社会通信自由、生活安宁造成恶劣影响。……
