摘 要：民国时期的天津市以其租界区位背景承载着这一特殊历史时期我国的土地行政管理的发展历程。基于天津市档案馆保存的这一时期的土地登记以及土地测量类档案的开发，本文从土地行政管理机构的发展、《土地法》对于土地登记的规定与解释、土地测量以及土地登记的执行情况、土地规费的收取以及逾期登记处罚五个方面对这一批档案进行整理和综述，以期对民国时期的天津市土地资源管理、经济发展以及风土人情进行研究，为现代的土地登记管理提供借鉴的意义。

Research on Tianjin city Cadastre Archives in the Republic of China

Abstract： In the period of Republic of China， Tianjin city reflected the development course of land administrative management of this special historical period in China with its concession location background. On the basis of Archives Resources about land registration and land survey of Tianjin City Archives， This paper collated and summarized research archives from five aspects： the land administration development， “ law of the land “ to the land registration regulations and interpretation， land survey and registration implementation ， land fees charged， and late registration punishment. this paper reproduces the land resources management， economic development and local customs and practices of Tianjin city in the period， earing value of reference for the reform of land system in todays China.

此次研究档案共计包括38份档案，涉及年份为1929年到1948年，历经了10年内战时期、抗战时期以及抗战胜利后的民国时期。其中，1929年1份，1936年1份，1939年1份，1941年1份，1944年2份，1945年3份，1946年12份，1947年11份，1948年5份，缺具体年份考量1份。内容涉及土地测量以及土地登记法律法规等。

民国时期的土地行政主要是通过土地立法和地籍整理来进行的，民国政府制定了一系列的土地行政的专门法律和法规，在1930年制定了首部《土地法》，这些规定对于推动当时的土地行政起到了重要的作用。地籍整理包括土地测量、土地登记及土地使用调查等工作内容。通过土地测量以确定土地地形位置；土地登记实现土地权属登记；土地使用调查界定土地类别，当时把全国的土地划分为生产用地、建设用地、交通用地、水利用地、森林用地以及山地保留等六类。……
