摘 要：通过分析沭河流域的污染情况并根据国外的生态补偿的成功案例对沭河流域水资源进行生态补偿机制研究。生态补偿是以保护和可持续利用生态系统服务为目的，以经济手段为主调节相关者利益关系的制度安排。针对已经存在的问题，沭河流域的生态补偿应加强市场补偿力度，减轻政府在生态补偿所占比重，政府补偿制度应增强创新意识，市场补偿制度逐渐成熟，生态补偿体系有待完善，配套相关法律制度来完善生态补偿制度。

Research on the Ecological Protection of Water Resources and Compensation Mechanism on Shuhe River

Abstract： Based on the analysis of the Shuhe river basin pollution situation and according to the successful case of foreign ecological compensation study on ecological compensation mechanism of the Shuhe river basin water resources. Ecological compensation is based on the conservation and sustainable use of ecosystem services for the purpose， give priority to with economic means to regulate its stakeholders relations system arrangement. In view of the existing problems， the Shuhe river basin ecological compensation should strengthen the market compensation and reduce the government in the ecological compensation proportion， the government compensation system should strengthen the consciousness of innovation and market compensation system gradually mature， ecological compensation system to be perfect， form a complete set of relevant legal system to improve the system of ecological compensation.

1 沭河流域水资源的概况

淮河流域以黄河故道一线为界，分为两大水系，即淮河水系和沂沭泗水系。沭河位于山东省的南部及江苏省的北部。源头始于山东省沂蒙山区的沂水县沂山南麓，与沂水平行南流，经过郯城县进入江苏省。沭河河道主要分为南北两支，北支东经沭阳县城北，东北注入青伊湖，下流称为蔷薇河，由临洪河进入海州弯。……
