摘 要：深刻分析东丽区质检机构发展现状，探求质检机构发展新模式。通过创新发展理念，加大基础设施建设，依托技术优势，采取多元融资方式，走强强联合的道路，开拓检测市场，提升质检机构能力与水平，走出了一条新的发展之路，为其他质检机构发展提供了借鉴。

Discussion on the Improvement of Product Quality Control Based on New Patterns Developed at Dongli District of Tianjin

Abstract： With an in-depth analysis on the current status of the organization for product quality control in Dongli district， this article discusses new development patterns of such organizations. A new way for development has been paved through well-combined efforts， which include creating new concepts for development， strengthening the construction of infrastructure， making use of technical advances， finding multiple financing channels， establishing necessary partnerships， expanding the market of quality control and promoting the organizational capacity-building. The experiences and lessons learned during this process are shared with other quality control organizations in this article.

质检机构作为社会第三方检验机构，在社会经济发展中发挥着十分重要的作用，为社会提供了强有力的技术支持，保障了社会经济有序发展。在新形势下，质检机构正面临着新的机遇和挑战。如何发展壮大质检事业摆在了质检人面前。天津市东丽区适应形势的发展，遵循“抓质量、保安全、促发展、强质检”的工作方针，充分发挥自身优势，创新发展模式，不断提升质检能力。

1 东丽区质检机构工作现状

党的十八大提出了加快政府职能转变，质检机构面临着食品监管检验职能的划转。食品检验在质检机构的检验业务中占了相当大的比例，有的占到业务量的80%，甚至更多。食品检验划转之后的质检机构如何生存，成了当前亟待思考和解决的问题。

近几年，确保食品质量安全成为质检机构工作中的重中之重，业务的开展也以食品检验为主，投入了相当的人力物力，从而忽视了其他检验业务的开发、拓展。……
