【摘要】本文对国家电网中提出的“两个转变”以及“三集五大”发展战略进行详细的探讨，针对“三集五大”建设体系以及我国电力企业在经营发展中思想政治工作的问题，进行分析研究，结合我国电力企业发展的实际，以及“三集五大”体系的内容，提出相关加强电力企业思想政治工作建设的措施。

Abstract: This paper discussed in detail in the proposed two changes in the national grid, as well as three sets of five major development strategy for three episodes of the top five "building system as well as China's power enterprises in the business of developing ideological and political work,analysis, combined with the actual development of China's power enterprises, as well as the content of the three sets of five major systems, propose relevant measures to strengthen ideological and political work in the construction of electric power enterprises.

一、引言

近年来，国家电网的发展战略中提出两个转变以及“三集五大”的建设体系。“两个转变”值得就是将目前企业的发展方式进行转变，同时还要对企业电网的发展方式进行转变。另外，在企业实行两个转变的同时，还要加快在企业内部建设“三集五大”体系，加快改革速度。“三集五大”这主要就是指在企业发展的过程中，将企业内部的人力资源、财务以及物资通过集约化的方式进行管理，简称“三集”，同时，还要进行“五大”建设，即在企业内部构件大规模、大建设、大运行、大检修、大营销这五大建设，形成“三集五大”建设体系，可以从根本上将企业的发展方式转变，实现企业内部改革，从而提高企业的经济效益。从国家电网推进“两个转变”以及实施“三集五大”的建设体系的改革进程中，可以看出，在新形势下，电力企业要想在激烈的市场竞争中实现经济目标，提升竞争力，就必须认清自身企业在市场中的定位，改变传统的电力营销策略，加强企业思想政治工作建设，在思政工作建设的过程中渗入“三集五大”的主要内容，从而推进企业不断发展。……
