摘要:建筑监理工作是建筑工程质量的保证。受全球金融危机的影响以及我国房价虚高的严重影响，部分建筑单位为降低成本，篡改设计、偷工减料的问题日益突出，加上我国的监理制度并不完善等原因，因此，对建筑的监理工作提出了更高的要求。本文结合《中华人民共和国建筑法》和相关法律法规及住房和城乡建设部五号令《房屋建筑工程和市政基础设施工程质量监督管理规定》的精神，对建筑工程建设监理管理工作进行了深入研究。

Abstract: the construction supervision work of building quality is guaranteed. 一、引言

随着我国建设领域改革的深入，建筑立法的逐步完善，建筑工程建设监理制度已成为我国工程建设领域一项法定的基本制度。自从1988年我国开始试点实施建设监理制度以来，我国建设监理在发展中规范，在规范中发展，但由于我国监理制度起步较晚，加之受金融危機的影响和房价泡沫虚高的影响，建设监理工作遇到的困难越来越大。笔者结合自己的经验和《中华人民共和国建筑法》和相关法律法规及住建部五号令《房屋建筑工程和市政基础设施工程质量监督管理规定》精神展开论述，有针对性的提出意见和建议，仅供参考。

二、监理工作概述

《中华人民共和国建筑法》中明确规定：实施建筑工程监理前，建设单位应将委托的工程监理单位，监理内容及权限，书面通过被监理的建筑施工企业，建筑工程监理应依照法律，行政法规及有关技术标准，设计文件和建筑工程承包合同，对承包单位在施工质量，建设工期和资金使用等方面，代表建设单位实施监督。……
