摘要：工程预算是施工图设计阶段对工程建设所需资金作出较精确计算的设计文件，并為后期的招投标阶段的报价做基础性的参考准备。造价直接影响着整个工程的终极目的，也就是经济效益的问题，所以做好前期的工程预算是对整个工程负责的表现。同时造价的控制应贯彻工程的始终。作为造价控制的一种重要手段，施工图预算是通过计算的形式来对未来的价格进行预估，也是对固定资产做出应有的调整和规划的一种有效方式，力求在可控制阶段做好投资的资金估算，本文将阐述如何应用施工图来对工程的预算进行有效的控制。

目前，我国很多大的项目由于对资金的控制不严格，造价控制工作做的不到位，总会在工程中出现超预算的行为，尤其在一些国家性投资的比较大型的项目中这种例子很多，有些工程参与者甚至将此作为一种谋私的手段，在追加投资后依然无法支付全部的工程款项，给国家造成损失。这种现象不仅仅是因为主观方面的“窃取”，更多发生的还是在管理中的一些有待解决的问题造成的。只有找到一套适合的计算规范法则才能从根本上解决这样的问题。施工图预算的最终目的是能够帮助施工方做到投入最少成本获取最大的收益，通过计算进行资金的合理分配，通过计算来指导后期的规划和决策。……
