摘要：通过对中国食品安全管理上存在的弊端进行分析，认为食物是人类赖以生存和发展的基本物质条件，食品安全是国家安定的根本要素，它直接关系到经济健康发展和国计民生的大事，已成为我们关注的焦点及影响社会和谐的因素之一。为了提高中国食品安全水平和全民食品安全意识，完善中国食品安全法律体系，笔者尝试提出了加强完善中国食品安全管理体系的对策和建议。

Discussion of the Imperfection of Food Safety and the Strategies in China

Ａｂｓｔｒａｃｔ:Food as the most fundamental substance of human life and evolution, by analyzing of the imperfection of food safety management in China, this dissertation throwed lights upon the food safety was an ultimate element of national steadiness which was directly related to the economic steady development and a big issue of citizens that has already became a social issue and an element affecting social harmony. In order to improve the level of national food safety ,the national sense of food safety and perfect national food safety legal system, this dissertation pointed out legal countermeasures to perfectmanagement system of national food safety and some correlational suggestions.

国以民为本，民以食为天，食以安为先。食物是人类赖以生存和发展的基本物质条件，关系到经济健康发展和社会的稳定，是国家安定的根本要素。在任何一个国家，食品质量及安全性都是上至国家领导人，下至百姓共同关注的一个永恒主题。食品安全不仅涉及广大人民群众的生命安全与健康，还涉及到一个单位乃至一个国家的声誉[1]。它已突破国界，引起人们的高度重视，成为各国共同关注的焦点，世界性的话题。随着中国国民经济的高速发展，人们生活水平的提高和改善、科技的不断进步, 食品市场空前繁荣丰盛，消费者对食品的质量也提出了越来越高的要求。

近年来，国际上时有食品安全恶性事件发生，中国这类问题也具普遍性，且呈日益上升的趋势，形势十分严峻，它已成为我们面临的重要挑战之一。因此，吃到安全、营养和健康的食物这是关系到每个人的大事，完善食品安全体系、提高食品质量安全水平是中国亟待解决的重大问题。……
