摘 要 生态补偿机制是我国环境管理要求建立的三大生态机制之一，也是进行环境经济调控的重要措施。近年来，生态补偿在我国森林、矿产、自然保护区等领域应用广泛。本文从生态补偿机制的原理入手，探讨我国生态补偿机制的现状及存在的问题，提出了完善生态补偿机制的一系列建议。

Abstract Ecological compensation mechanism for environmental management requires the establishment of China's three major ecological mechanisms, is one of the important environmental and economic control measures. In recent years, ecological compensation in China's forest, mineral, widely used in areas such as nature reserves. In this paper, the principle of ecological compensation mechanism to start to explore the status of ecological compensation mechanism and problems, improve the ecological compensation mechanism, put forward a series of recommendations.

1 生态补偿理论基础

1.1 生态补偿的内涵

生态补偿(Ecological Compensation)是环境管理的重要手段，但其概念至今还没有统一。最初提出生态补偿概念是生态系统对于扰动的自身作出的补偿，比如叶文虎等人将生态补偿定义为自然生态系统对社会、经济活动造成的生态环境破坏所起的某种程度上的缓冲和补偿功能。①后来逐步衍生到对生态系统干扰或破坏的人为化补偿。Cuperus认为生态补偿是指生态功能或质量受损的一种替代措施。Allen等则将生态补偿认为是对生态破坏地的修复，或新建生态场所以替代原有的生态功能或质量。②时至今日，生态补偿已从仅对破坏的补偿，延伸到对生态保护的奖励，如有学者基于人类活动对生态系统作用类型的分析，提出生态补偿是调节相关方的利益关系，使保护、恢复、维持、改善和利用生态系统服务的行为外部效应内部化，以可持续提供生态系统服务的一种手段或制度安排。

1.2 生态补偿的理论基础

生态补偿机制的理论支持大致源于三个方面，包括环境资源价值论、环境资源公共物品理论以及环境资源外部性理论，其中后者是核心理论。……
