摘要：工程建设项目全生命周期的造价管理是从项目的长期经济效益出发，是成本最优化的一种管理理念和方法，目标是实现项目全生命周期的效益最大化。目前这种成本管理的理念已逐步在我国工程建设项目造价控制中得到了应用。本文立足于全生命周期造价控制的概述，分析了我国现行的全过程造价控制模式的缺陷，并重点对全生命周期造价控制各阶段的要点进行了阐述，突出）运营及维护阶段的造价管理。

Abstract: the construction project total life cycle cost management from the long-term economic benefits, based on the cost optimization is a kind of management idea and method, the goal is to achieve the total project life cycle benefit maximization. At present, the cost management concept has gradually in our country engineering construction project cost control has been applied in. This paper based on the whole life cycle cost control the paper, analysis of China's current the entire process control of fabrication cost model of defect, and focus on the whole life cycle cost control points of each stage is discussed, highlighting) operation and maintenance phase of the cost management.

一、工程建设项目全生命周期造价控制概述

全生命周期造价控制的目标是实现建设项目全寿命周期成本最优，目的是达到项目投资效益最大化。工程建设项目的全生命周期包括项目设计、招投标、合同签订、工程施工、竣工结算及生产运营等阶段。通常人们只把工程建设项目投资控制的重点放在工程施工和竣工结算阶段的造价控制上，而较少考虑项目在生产运营阶段的使用费用，特别是项目设计对项目建成后运营费用的影响。国内外统计资料表明，工程项目设计方案的费用在整个项目全生命费用中所占的比例不足1%，而正是这1%的费用对整个项目投资额的影响度却有可能达到75%～95%，施工图设计对投资的影响度可达20%～30%左右，到了施工阶段，即使通过各种技术措施努力节约工程造价，影响度仅可能达到5%～10%，为了有效地降低整个工程造价及生产运营费用，必须对工程项目全生命周期进行综合造价控制。……
