摘要：风险管理是确保地下工程施工安全的科学管理手段和安全保障基础，通过近几年来的实践和不断总结，风险管理在施工日趋重视和规范化，特别是在不良地质隧道为了规避和降低风险事件概率的发生，通过对复杂地质条件下隧道施工风险识别、风险评估、风险应对、风险监控，并根据监控量测数据和地质预报结论综合分析，采取合适有效的施工工艺、工法进行动态控制，从而降低和规避施工风险。

关键词: 隧道工程；施工安全；风险管理；预控措施

Abstract: risk management is to ensure the safety of underground engineering construction scientific management means and security foundation, through the in recent years practice and summarize unceasingly, the risk management in construction increasingly attention and standardization, especially in bad geological tunnel in order to avoid and reduce the probability of risk events happen, through to the complicated geological conditions tunnel construction risk identification, risk assessment, risk response, risk monitoring, and according to the monitoring measurement data and geological forecast conclusion comprehensive analysis, adopt the appropriate effective construction technology, methods for dynamic control, so as to reduce and avoid the risk from the construction.

前言

随着我国经济的快速发展，隧道工程建设数量也逐年增加。但由于隧道工程具有地质环境复杂、施工周期长、不可预见风险因素多等特点，这势必造成工程在施工期内的风险数量多、种类复杂，甚至出现事故后造成较大的经济损失。隧道事故的频繁发生加大了施工中的风险，这些风险不仅造成了工程成本增加、工期延期，而且不能满足安全施工的要求及对社会造成很大的危害。隧道风险管理是一项动态的、全过程的认知、分析、评估和控制的行为。实施工程建设风险管理可以使工程建设风险的发生降低到最低程度。因此,实施隧道工程建设风险管理势在必行。

一、风险管理的基本程序和主要内容

风险管理是一个动态过程，贯穿于施工的全过程。它包含风险辨识、风险分析及评估、风险应对等不断循环的过程。针对隧道工程施工过程中工程可能出现的事故特点，对地铁隧道工程进行风险分析和评估，提出有效的风险管理方法。……
