摘要：本文以北京铁建监理公司监理的京石客专石家庄站房工程为例，站在监理的角度，以风险管理理论为基础，对工程监理的风险管理方法与应用进行深入的研究。以风险管理工作程序为主线，针对监理的特点系统探讨监理风险识别、风险评价、风险应对措施。旨在为建设项目监理风险的分析、处理、决策提供一套切实可行的方法，为以后工程的监理风险管理起到指导作用。本文运用风险调查法和专家论证法(德尔菲法)进行风险识别，建立风险层次结构模型；确立了风险评价指标体系；运用层次分析法(AHP)对监理在石家庄站房项目实施过程中的风险进行评价；对确立的主要风险进行重点分析，并提出了相应的风险管理手段与措施；对监理风险管理提出了建议。

This paper USES risk survey method and expert reasoning method (Delphi method) for risk identification, establish the risk hierarchical structure model. Establish the risk evaluation system; Using analytic hierarchy process (AHP) to the supervisor in shijiazhuang station building project implementation process of risk evaluation; The main risk to establish key analysis, and puts forward the corresponding risk management means and measures; Risk management for supervision and puts forward some Suggestions.

风险管理是监理企业运作中的重要环节，加强监理企业的风险管理，可以帮助监理企业增强抗御风险的能力，对企业顺利完成委托监理任务具有现实意义。作为工程建设的责任主体之一，监理单位不可避免地要受到来自建设单位、施工单位以及自身职业责任等方面风险地冲击，尤其是现代工程项目具有规模日趋庞大，环境日益复杂，功能、标准以及法律法规的要求越来越高，新技术、新材料、新工艺、新设备不断涌现，承建单位越来越多，市场竞争日益加剧等特点，必然带来工程项目管理风险日益增加，监理责任日趋加重等问题。……
