摘要：随着我国经济的迅猛发展，建筑工程日益增多，工程造价管理工作也越来越凸显其重要性。工程造价管理即是对建设项目在投资决策阶段、设计阶段、招投标阶段、项目施工阶段以及竣工结算阶段实行全过程的管理，把建设项目的投资控制在批准的投资限额内，保证项目管理目标的实现，以求在建设项目实施过程中合理地使用人力、物力、财力，取得良好的投资效益。

关键词：建设工程；造价管理

Abstract: With the rapid development of China's economic construction projects increasing number of project cost management increasingly highlight the importance. Project cost management is the management of construction projects in the investment decision-making phase, the design phase, bidding phase, the project construction phase as well as the completion of settlement stage of the whole process, investment control of construction projects within the approved investment quota to ensure that the goal of the project management the realization of the rational use of human, material and financial resources in the construction of the project implementation process in order to achieve good investment returns.

随着我国社会主义经济的不断发展，工程造价管理体系也经历了从最初只是消极的反映已完工程造价，逐步发展到在开工前进行工程量的计算和估价，进而发展到在可行性研究阶段提出投资估算，在初步设计阶段提出概算，从被动地反映设计和施工发展到主动地影响设计和施工，从而确定了工程造价管理在经济发展中的重要地位。

工程造价管理体系最佳模式应该是根据市场经济的发展需要，参照国际惯例，在统一的工程量计算规则和消耗量定额基础上，遵循市场经济发展规律，建立有利于工程造价宏观调控、有利于维护建设各方合法权益、以市场形成价格为主的价格机制。

一、工程造价管理的主要对策

（一）转变观念，加强建设工程全过程造价管理

建设项目从投资决策阶段的投资估算直至竣工验收阶段的竣工决算，工程造价控制涉及多个环节，整个过程的造价目标层层分解，并始终控制在总目标内。……
