摘要：国际工程项目承包具有投资大、工期长、施工环境复杂、施工技术难度大、工程参与方多的特点。因此在建设过程中不可预见的因素较多，不可避免的面临着各种风险，如不加以防范，很可能会影响工程建设的顺利进行，甚至酿成严重后果。加强工程项目承包的风险管理，是国际工程承包商提高管理水平，提升核心竞争力的重要手段。

Abstract: The contract of international construction project with large investment, long construction period, complex construction environment, big construction difficulty, project participants and more features. Therefore more unpredictable factors in the construction process, inevitably confronted with various risks, such as not to prevent, it is likely to affect the smooth progress of construction projects, and even lead to serious consequence. Strengthening the risk management of engineering project contracting, international project contractor to raise the level of management, enhance the core competitiveness of the important means.

一、何为风险管理

风险管理问题最先起源于第一次世界大战战后的德国。到20世纪50年代，风险管理已发展成为一门科学。而我国直到20世纪80年代中期，才逐渐引入风险管理理论。

工程项目风险管理就是为了实现工程项目的总目标，而对工程项目活动中涉及到的风险进行识别、评估并制定相应的政策而采取的措施。目的在于最大限度地避免和减少风险事件所造成的损失。

二、国际工程承包项目中存在的主要风险及管理

在当今全球化的时代特点下，国际间的工程项目合作日益增多，国内施工企业走出去的步伐也在加快。加强工程项目承包的风险管理，是国际工程承包商提高管理水平，提升核心竞争力的重要手段。

1、国际工程项目承包环境风险及措施

1.1国际工程项目承包商可能遇到的环境风险主要有：所在国政治法律风险、经济风险、自然风险、特殊项目的安全要求风险。
