摘要：随着市场经济的发展与科技发展水平的提高，水利工程在人们的生活、农业、工业等多个领域发挥重要作用，水利工程施工的质量对后期投入使用效果产生较大影响。水利工程施工的总体布置，为工程的施工、交付使用等奠定了基础，应引起充分重视。本文介绍了水利施工总体布置的特点及水利施工布置的必要原则，并对水利工程的总体布置措施进行了分析，旨在与各位业内朋友进行业务交流，不断进行水利工程的施工布置，提升水利工程总体布置水平，争取使施工布置达到最优化的目的，以确保水利工程的质量。

Abstract: With the development of market economy and development of science and technology to improve the level of water conservancy project, in people's life, agriculture, industry and other fields play an important role in construction of water conservancy project, quality of put into use effect. Construction of water conservancy project overall arrangement, for project construction, delivery, laid the foundation, should cause enough attention. This paper introduces the general layout of water conservancy construction characteristics and water conservancy construction layout of the principle of necessity, and the water conservancy project general layout measures were analyzed, aiming to each industry friends and business exchanges, and constantly for the hydraulic engineering construction layout, improve water conservancy project overall arrangement level, strive to make the construction layout optimal objective, to ensure the quality of water conservancy projects.

1 水利施工总体布置的特点

要想顺利地完成十分庞大的工程量的运输，就必须要做好施工的总体布置，完善施工现场的平面和空间的组织问题，全面考虑相关的一系列因素的综合影响。一般情况下，水利施工的总体布置特点如下：

1.1总体布置复杂性

水利枢纽的工程绝大多数都建在高山峡谷之中，这样的地形地势使得用于施工布置的场地受到很大程度的限制。施工前，在研究设计布置方案之时，要全面考虑可能影响工程的各方面因素，包括水利枢纽的组成部分和总体布置、施工现场的自然条件以及由自然因素产生的交通运输情况，还需要考虑当地的环境卫生情况以及经济社会状况，在此基础上合理布置施工的方法、导流的程序、施工的进度安排。……
