摘要: 市政工程质量不仅关系工程的适用性和建设项目的投资效果，而且关系到人民群众生命财产的安全。随着我国现代化建设事业的蓬勃发展，建设规模不断扩大，每年投资建设的各类市政工程项目达十几亿平方米，一旦发生工程质量问题，会直接影响公共利益和公众安全，因而，建设市政工程质量越来越成为人们所关注的热点。下面是简单谈一下对市政工程质量监督管理的看法。

一、市政工程质量监督管理的程序

1.监督注册。质量监督注册是进行质量监督的首要关口，当建设单位在进行质量申报时， 首先应按实际情况填写"工程质量监督注册登记表"， 同时向质量监督站提供施工合同、全套施工图纸、工程地质勘察报告书、地勘报告、设计图纸审查报告、监理合同等有关资料，每一项资料都要齐全。尤其是没有工程地质勘察报告书、地勘报告和设计图纸审查报告时，监督站应责令不得施工，因为存在一定的质量隐患。

2.质量管理体系。质监员要对所监督的工程负责，尤其是对于抽检点的质量检查、对核查的工程技术资料质量、以及对部分主体的质量安全负全面监督责任。质监站内部的科学管理体系的建立是十分重要的，于此同时，质检员的道德素质是成 就质量管理体系建立的关键，所以，促进质监人员自身思想政治水平和业务水平、业务技能 的提高是必须的。……
