摘要：公路工程监理是指具有相应资质的工程监理企业接受建设单位的委托，承担其项目管理工作，并对建设行为进行监控的专业化服务活动。工程监理只能由具有相应资质的工程监理企业来展开，同时公路工程监理的实施需要建设单位的委托和授权，需要与建设单位订立书面委托监理合同，明确监理的范围、内容、权利、义务、责任等，在规定的范围内行使管理权。本文就公路工程监理应注意的几个问题进行简要探讨。

Abstract: Highway engineering supervision refers to a corresponding quality engineering supervision enterprises accept the commission of construction unit, undertake the project management work, and monitoring of the professional service activities for the construction conduct. Project supervision can only be performed by qualified engineering supervision enterprise to expand, the highway engineering supervision required the implementation of construction unit entrusted and authorized, need and construction unit to enter into a written contract for supervision, clear the scope of supervision, content, rights, obligations, liabilities, within the limits prescribed exercise administrative power. 随着我国经济的迅速发展，基础工程建设不断增加，公路工程质量要求不断提高，监理工作的重要性也显现得越来越突出。我国公路工程实施监理制度比较晚，监理制度的实施，为我国公路建设事业的发展发挥着越来越重要的作用，但是也存在许多不足之处，有待进一步完善。工程建设监理是建设监理单位接受业主的委托和授权，根据国家批准的工程项目建设文件、有关工程建设法规和工程建设监理合同以及工程建设合同所进行的旨在实现项目投资目的的微观监督管理活动。监理活动，根据业主的委托，它既可以贯穿于工程建设全过程的各个阶段，也可以是工程建设的某个阶段。不论是参与那个阶段的工程监理，建设监理单位都要确立地位、摆正位置，才能有效地开展和搞好工程建设监理的工作。
