摘要：随着国际贸易综合改革试点的全面启动，义乌市迎来了新一轮的建设热潮，城市变化日新月异，新农村建设如火如荼，针对义乌新农村建设中存在的建造资源、经济、环境与文化发展失衡问题进行了研究，建立了义乌新农村生态居住区建设系统耦合测度模型，为解决义乌新农村建设中存在的问题提供理论引导和技术支持，对类似地区新农村建设具有一定的参考和借鉴意义。

党的“十八大”提出建设“美丽中国”，实现中华民族永续发展，给新农村建设指明了方向，带来了新的发展机遇。但是，随着新农村建设的不断推进，资源一经济一环境一社会之间的发展矛盾日益突出。农村住宅平均使用年限普遍过短，这在经济极为发达的浙江义乌更为突出，根据在义乌城乡结合部地区抽样调查显示，农村住宅平均寿命约为20年，个别地区农村住宅寿命不足15年，住宅过短的使用年限不仅造成经济成本的增加，而且对资源的消耗和环境污染程度加剧。此外，在义乌，农村公共服务设施明显落后，生态环境比较脆弱。多数农村在村庄建设规划、建造实施、居住环境改善等方面欠缺经验，具体表现为:农村建设无村庄建设规划，无建造技术标准，建筑形式与使用功能之间矛盾突出，缺乏协调，基础设施等建设滞后，不注重建筑与周围环境的协调，不注重住区公共空间的营造和文化的培育等[1]。……
