摘要：输配电线路作为电网的重要环节，由于距离长、地域广，受自然环境与人为因素影响的机会比较多，因此，其维护工作存在许多困难，输配电线路能否做到安全、可靠、优质、经济运行，依赖于科学管理。运行单位必须建立健全岗位责任制，运行、管理人员应掌握设备状况和维修技术，熟知有关规程制度，经常分析线路运行情况，提出并实施预防事故、提高安全运行水平的措施.

Abstract: the transmission and distribution line as the important link of the power grid, because of distance long, regional wide, by the natural environment and human factors affect opportunities is more, accordingly, its maintenance work there are many difficulties, transmission and distribution line can be safe, reliable, high quality, economic operation, rely on scientific management. Operation unit must establish and improve the post responsibility system, operation, management personnel should grasp equipment status and maintenance technology, knowledge of relevant regulations system, often analyze line running condition, the author puts forward the implementation and accident prevention, improve safety operation level of the measures.

0 前言

随着我国电力系统的现代化、智能化发展，系统结构越来越复杂，自动化程度进一步提高，电压朝向更高级、更远距离的输配电方向发展，这就给输配电线路的日常运行管理工作提出更高要求。因此，加强制度与手段保障，提高输配电线路运行的稳定性与安全性，对于电力企业发展、社会经济发展具有重要意义。

在电力应用如此普及的今天，配电网络已经是一个相对成熟与稳定的系统。然而，作为组成电力网的关键结构——输配电线路，一直受到长距离传输中不可控外界因素的影响。为了降低线路损耗，提高运营效率，要对配电网络实施科学管理办法，制定完善的线路管理制度，并从设备、线路和人员管理等方面对制度规定进行严格实施，执行规范化、标准化的线路维护手段，做到定期跟踪，及时检修，尽量减少输配电线路的事故隐患。

一、建立完善管理制度

首先要在制度上设置对输配电系统运行进行巡查、维护、施工、安全、检修等方面的条例，使输配电线路运行管理有章可循。……
