摘要：随着水利工程建设市场管理和招投标工作的不断规范和完善，水利施工企业要在激烈的竞争求生存谋发展，就必须加强和提高管理水平，加强对施工项目的现场管理，在分析水利工程施工管理和特点的基础上，提出了加强水利工程建设施工现场管理的八项具体措施。

1 水利工程建设施工的特点

水利工程施工与一般土木工程如道路、铁路、桥梁和房屋建筑等的施工有许多相同之处。

同时，水利工程的施工也有其独自的特点：

（1）工程承担挡水、蓄水和泄水的任务，因而对水工建筑物的稳定、承压、防渗、抗冲、耐磨、抗冻、抗裂等性能都有特殊要求，需按照行业技术规范，采取专门的施工方法和措施，确保工程质量。

（2）对地基的要求比较严格，工程又常处于地质条件比较复杂的地区和部位，地基处理不好就会留下隐患，事后难以补救，需要采取专门的地基处理措施。

（3）工程多在河道、湖泊、沿海及其他水域施工，需根据水流的自然条件等要求进行施工导流，截流及水下作业。

2 坝体施工

砂石坝具有就地取材，对坝基地地质条件要求不高，结构简单，节约三材和易于施工等优点，随着大型高效机具的采用，坝体防渗结构和材料的改进，施工人数的大量减少，施工工期的进一步缩短以及施工费用显著降低等，为土石坝的发展开辟了广阔前景。
