摘要：近年来，建筑业的发展是整个社会主义市场经济发展的重要组成部分，但在建筑业发展进程中，还存在着许多制约发展的问题，本文首先阐述了建筑市场的存在的突出问题，又提出了为实现建筑业的科学发展，进一步推进建筑节能减排和新技术、新材料的应用。增强建筑市场管理，使建筑业真正成为拉动经济增长的阳光产业而提出的建议等问题。

Abstract: in recent years, the development of construction industry is the development of socialist market economy important constituent, but the construction industry development in the process, there are many restrict development, the paper first expounds the construction market existing prominent problems, and put forward to realize the construction of scientific development, further advance the building energy conservation, emissions reduction and new technology, new material application. Strengthen the construction market management, construction become a real drive economic growth of sunshine industry and put forward suggestion.

一、建筑市场秩序还存在诸多问题

21世纪开始至今，随着建筑业市场经济改革的深化，建筑业多种经济形式并存，建筑市场在经济增长中逐渐占据了较大的份额。但由于历史原因和受到建筑市场大环境的影响，建筑市场秩序还存在诸多亟待解决的问题，主要有以下几方面：

一是一些勘察设计单位执行规范、标准不严，违反国家强制性条文的现象仍然存在。特别是在民用建筑节能设计方面，部分设计和图纸审查单位迁就业主要求，擅自修改和变更设计图纸。

二是在工程招投标中仍存在规避工程招标、设置障碍排斥他人投标、假借资质、围标串标、非法转包获得利润等问题。部分企业中标后，直接转包或违法分包给其他单位，从中收取管理费，以包代管，对工程质量、安全既不管理也不负责任，留下许多质量安全隐患。

三是一些建设单位尤其是房地产开发企业，作为工程质量第一责任人，只注重经济利益而忽视工程质量，重进度轻质量，压质压价，擅自变更经审查的施工图降低工程造价。……
