摘要：公路是国民经济的重要命脉, 公路建设又是国家最主要的基础产业之一。公路工程造价管理是公路建设施工企业经济活动中的重要组成部分，公路工程造价管理直接关系到施工企业的生存与发展。为了能够有效地控制工程造价, 提高经济效益, 本文浅析介绍公路工程项目的造价管理。

Abstract: highway is the important lifeblood of the national economy, the main highway construction is the foundation of national industries. Highway engineering project cost management is highway construction construction enterprise economic activities in the important part of highway engineering cost management directly related to the survival and development of the construction enterprise. In order to be able to effectively control the project cost and improve the economic benefit, this article analyses the highway engineering project introduced the cost management.

1 引言

随着国民经济的高速发展, 商品经济也在迅速发展,工程造价显得越来越重要, 工程造价管理也日臻完善。因为工程造价管理是工程建设科学管理的重要组成部分。它贯穿于项目的决策到设计、施工、竣工验收的全过程。涉及到投资主管部门、建设、设计施工等单位以及建设银行、审计等有关部门。公路工程是基础设施, 具有公共产品性质, 也是一个系统工程, 涉及到方方面面的利益。公路建设存在着很大的资金缺口。对高速公路工程造价的控制就是在满足项目合理的质量标准的前提下, 在投资决策阶段、设计阶段和建设项目实施阶段把工程项目发生的费用控制在批准的概算内, 力求对高速公路建设的总体造价在保证质量和工期的前提下进行全面有效的控制。

2 工程造价管理的现状分析

由于公路项目工程的投资额大，从立项到竣工要经历比较长的时间，从而影响工程造价的因素非常多，基本建设经常投资失控，“三超”现象普遍存在。公路工程分为投资决策阶段、设计阶段、建设项目发包阶段、建设实施阶段。……
