摘要：传统规划审批管理手段无法满足城市建设快速发展的需求，城市规划审批管理日常工作必须增加科技含量。滨州城市规划三维审批辅助决策系统以虚拟仿真技术为基础，构筑一个三维 “数字”虚拟环境平台，为城市规划建设和管理提供了决策和依据。

Abstract: the traditional planning the examination and approval administration method can not meet the needs of the development of the urban construction of rapid, city planning the examination and approval administration daily work must increase the content of science and technology. Binzhou city planning examination and approval decision support system of 3 d virtual simulation technology as the foundation, construct a three dimensional "digital" virtual environment platform, for urban planning and construction and management provides decision-making and basis.

1.系统建设背景

1.1 “两区”开发的需要。黄河三角洲高效生态经济区和山东半岛蓝色经济区的开发建设上升为国家战略，为滨州市的发展带来了前所未有的发展机遇。随着我市经济建设和城市建设的快速发展，对城市规划管理工作提出了越来越高的要求。城市规划是城市建设与发展的引导者和先行者，城市总体规划中对城市规划和城市建设提出了总体要求以及对城市的规模、空间发展形态提出了建设目标，如何提升我市城市规划管理工作手段，创新规划管理模式，提高规划管理水平，又快又好的引导我市城市建设工作，适应我市经济和城市建设快速发展的要求，是我市城市规划管理实际工作中需要着力思考和解决的问题。

1.2提高规划管理和审批效率的需要。城市建设快速发展的同时，也带来了许多新问题，如如何充分利用技术手段特别是信息化手段提高城市规划审批效率，如何为领导决策提供参考，如何将分散的信息转化为集中的资源等，传统的手工处理方法已经不能适应现代化管理的要求，只有采用新技术、新方法才能满足现代城市发展日益增长的需要。……
