摘要：随着城市化进程的加快，公路的不断发展，公路建设作为经济建设的重中之重，已纳入国民经济的发展计划与规划。技术管理工作要符合经济节约的基本原则，要讲究经济效果，贯彻国家的技术经济政策，这在施工过程中尤为重要。

Abstract: with the acceleration of urbanization, the development of the highway, the road construction as the key of the economic construction, already incorporated into the national economic development plan and planning. Technology management work to comply with the basic principle of saving the economy, should pay attention to the economic effect, to implement state of technical and economic policy, this is particularly important in construction process.

前言

公路施工技术管理，是指以合同条款和技术规范为依据，通过一定的组织系统，按照规定的程序，运用各种有效和必要的方法，使工程质量最终达到一定的标准，满足设计要求，实现设计目的的一系列管理活动。技术管理工作的好坏，直接关系着公路施工的经济效益和企业信誉等，因此，一定要重视技术管理工作的每一环节，做好整个施工过程的技术管理工作。

1、公路施工技术管理的基础工作

在公路施工前，应根据施工的实际情况及通常开展的技术活动，制定出技术管理基础工作的一个系统，把整个施工过程中的技术管理工作科学地组织起来，使技术活动在施工现场中，有明确的目标和具体的内容，从而增强技术活动的可操作性和可检查性，保证管理工作有章可循。公路施工技术管理的基础工作包括以下几种：

1.1 搞好图纸会审，坚持按图施工。搞好图纸会审，应检查设计是否符合有关技术规范的规定，图纸及设计说明是否完整、齐全、清楚，图中尺寸、坐标、标高、轴线、各种管线等是否准确。……
