摘要：经济的腾飞促进了社会的全面发展，作为国家基础建设的水利工程建设在我国也取得了长足的进步，但与此同时，大量的水利工程建设使得部分地区的环境受到了严重影响，生态水利被提到了前所未有的高度，被社会广为关注。本文针对水利生态问题，从水利生态效益的角度，对如何构建新型水利工程进行一番浅要的探讨。

1 引言

水在自然界中的存在状态并不是完全符合人类需要的，水利工程是用于控制和调节自然界地表水和地下水，达到除害兴利目的而修建的工程。只有修建水利工程才能防止洪涝灾害的发生，并控制和调节自然界中的水，使其能满足人民群众生产和生活的需要。近年来，经济的腾飞促进了社会的全面发展，作为国家基础建设的水利工程建设在我国也取得了长足的进步，但与此同时，大量的水利工程建设使得部分地区的环境受到了严重影响，如一些地区出现水利工程肋迫现象，反而造成水土流失、河湖湿地萎缩、生态功能衰减、地下水水位下降、地面沉降、海水入侵等，甚至造成西北干旱地区的生态灾难。人们不断发出质疑，兴建水利工程究竟是在保护环境还是在危害环境，生态水利被提到了前所未有的高度，被社会广为关注。
