摘要：通过招投标的方式承接施工任务，已成为建筑施工企业承揽工程一个主要途径，而技术标在投标文件中占相当重要地位，是投标工作中的一项重要内容。因此，为了竞争取胜、占领市场、获得效益、发展企业，投标人必须提高对技术标的编制和使用的重视程度，编制的水平高低是直接关系到投标人能否中标的关键所在，它既是业主考核投标人技术与组织水平的依据，又是投标人进行承诺的根据和理由，还是投标人中标后组织施工和管理的前提条件，所以必须认真做好技术标。

引言:建筑施工企业承揽到工程项目是一切工作的龙头，是工作的重中之重。现阶段社会主义市场经济逐渐完善，尤其是《中华人民共和国招标投标法》、《工程建设项目施工招标投标办法》执行以来，通过公开投标竞争工程项目已成为施工单位的必然选择。施工组织设计作为重要的投标技术文件，是施工单位对拟建项目具体分析后拟采取行动的纲领性文件，体现出投标单位的技术实力、经济实力与投标介入深度，有很强的个性特点。技术标通常占评标综合分值的40%，其中安全技术保证措施通常占技术标分值的20%，在施工组织设计中占有重要地位。本人作为经营开发人员，在长期的投标过程中发现在安全技术保证措施方面存在许多问题，有的投标文件直接按废标处理。……
