记者：经过7年的不懈努力，2008北京奥运取得了圆满成功，青岛作为奥帆赛的举办城市，也完成了举办一届“有特色、高水平”的帆船比赛的历史使命。无论是独具创意的启动仪式和闭幕晚会、还是精彩的全程比赛，都达到了“给世界一份惊喜”的既定目标，作为奥帆委主席，请您对刚刚结束的奥帆赛给予评价。

夏耕：由青岛来承办北京奥运会帆船帆板比赛项目，可以说是这座城市千载难逢的历史机遇。这一机遇，首先来自党中央、国务院和全国、全省人民对青岛的信任和重托。承办奥帆赛这一世界最高水平的赛事，是对青岛各级党政领导组织能力、动员能力的一次大考，也是对全市人民团队精神、文明素质的一次大考。从2001年7月13日那一天起，青岛人民就一刻没有懈怠。全市切实履行郑重承诺，瞄准“有特色、高水平”的目标，全力投入筹办工作。奥帆赛期间，运动员、教练员、裁判员非常有序地进行了各项目的比赛，比赛的实际完成率达92.86%。

奥帆赛期间，青岛以高效有序的赛事组织、平稳有序的城市运行、防空严密的安全保卫、热情微笑的志愿服务、周密到位的礼宾接待、整洁优美的城市环境和文明祥和的奥运氛围，兑现了对国际社会的郑重承诺，实现了让国际社会满意、让各国运动员满意、让人民群众满意。说到对青岛奥帆赛的评价，国际奥委会主席罗格先生认为：“奥帆赛组织工作取得巨大成功。”国际奥委会和国际帆联给出的评价是“历史上最精彩的一届奥帆赛，赛事组织非常圆满。”

记者：对奥帆赛的成功，您个人有什么感想呢？

夏耕：今天我可以自豪地说：青岛无愧世界的信任、历史的选择！奥帆赛的成功属于这座城市的所有市民。历经七年艰辛和严峻考验，战胜了浒苔等自然灾害的挑战，800万青岛人民以极大的热情、巨大的努力，向世界奉献了一场有特色、高水平的奥帆赛，为北京奥运会增添了光彩。在此，我要向为奥帆赛做出积极贡献的各方表示感谢：感谢国际奥委会、北京奥组委、国际帆联的精心指导；感谢运动员、教练员、技术官员的卓越表现；感谢全省人民的积极支持；感谢广大志愿者以甜美笑容、热情服务，展现了中国、青岛的风采；感谢中外媒体记者传递了赛事的精彩，让世界分享了奥帆赛的魅力与欢乐；感谢人民解放军驻鲁部队、武警官兵和公安干警，昼夜坚守，严密防范，构筑了平安奥帆的钢铁长城；感谢各运行服务团队，团结协作，尽职尽责，提供了赛事成功的有力保障。

七年来，民心因奥运而凝聚，精神为奥运而振奋，由此形成了自豪感、自信心、凝聚力和奋斗精神，必将成为青岛城市发展的强大动力。

记者：在赛事组织、服务和安保等方面，您认为青岛有哪些值得称道的地方？

夏耕：在竞赛组织方面，我们的场馆运行高效有序，我们与北京奥组委、国际帆联、国际国内技术官员及各个运动队沟通顺畅，65名国际技术官员、115名国家技术官员和竞赛团队、成绩团队、奥林匹克电视转播团队配合默契，201条工作船艇和10万多件体育器材运转良好。根据天气尤其是风力状况，科学调整竞赛日程，成功实施了奖牌轮比赛、帆板比赛的障碍滑航线及胜利者返航线，顺利完成了海上颁奖，不仅增加了帆船比赛的激烈程度，而且提高了帆船比赛的现场观赏性，为奥帆赛注入了青岛元素，促进了世界帆船运动的发展。“青岛模式”也为帆船运动，为未来的奥帆赛作出了贡献，形成了自己独特特色的东西，将被载入史册。

我们的奥运分村的工作设施运行正常，为运动员创造了良好的生活环境。我们的四次入住仪式，欢迎了62个国家和地区的716名运动员、随队官员。北京提出的25大类、93项温馨细致的服务，我们全部按照标准提供。同时，我们也为运动队提供了17个语种的语言服务，对入住运动队所提出的问题和合理要求，全部第一时间予以解决，满足他们的需求，为各个国家的帆船队提供了一个安全、舒适、温馨、有序、欢乐、祥和的共同家园。奥运分村还完成了所有的国际奥委会、国际帆联、北京奥组委和国宾团组在场馆的礼宾接待任务。奥帆赛期间的服务保障工作整体运行顺畅，各个保障团队都兑现了承诺，精益求精，为各类客户群提供温馨、细致、个性的赛事和生活服务，也得到了充分肯定。餐饮工作运行正常，8个餐厅满足七类客户群3800余人的就餐需求，日供三餐5000余人次，工作量非常大。为运动员和随队官员提供24小时不间断的餐饮服务，没有发生食品不安全问题。

我们的观众服务创了历届奥帆赛的新高，陆域观众区和主题公园接待观众超过20万人次，特别是陆域观众区是往届奥帆赛没有的。6条观众船共接待观众6323人次，为观众提供了引导、遮阳、商品售卖、体育展示等人性化的服务，在奥帆赛历史上首次让观众得以近距离观赛。国际官员和运动员，认为我们主防波堤的设计体现了人性化，更增加了帆船的观赏性，而且增加了一个运动员和陆域观众，以及他们国家观众互动的非常好的平台，他们对此都高度称赞。

奥帆赛期间，我们实现了安保团队，各军种、各警种工作团队和安保志愿者以及公安、赛事运行团队密切协作，及时沟通、全面衔接、快速反应，全力做好安全检查、周边封控和应急处置工作，全面构筑了全方位、立体化、多层次，集海、陆、空和人防、物防、技防于一体的安保体系，确保了各类客户群、仪式庆典活动及重要贵宾的绝对安全，得到了各方面的普遍赞誉。

另外，整个赛事的交通、住宿、抵离、注册、医疗卫生、物流、技术保障等各项工作有序运转，确保了赛事顺利进行。

记者：志愿服务在历届奥运会上都是很重要的一部分，您怎样评价奥帆赛的志愿服务工作？

夏耕：国际奥委会主席罗格说过：“奥林匹克是运动员的盛会，也是志愿者的盛会。”青岛承办北京奥运会帆船比赛，给我们城市带来最重要的一笔财富就是，建立了一支充满真诚和灿烂微笑的志愿者队伍，志愿服务成为青岛最靓丽的名片。

奥帆赛期间，1800名赛会志愿者在29个职能领域，服务时间达35万小时。国内外服务客户群超过14万人次，1000名城市志愿者、10000名社会志愿者分布在全市1657个服务站为来青岛的运动员和海内外游客提供信息向导、语言翻译、应急救助和才艺展示等服务，服务时间32.8万小时。充分展示了东道主的热情友好和时代风采。志愿者以灿烂的微笑、热情专业的服务、高素质的表现，为赛事的完美流畅的运转提供了坚实的保障，赢得了各类客户群的赞誉，成为一道靓丽的风景线。国际奥委会主席罗格对我们赛事运行包括全市人民的微笑，都留下了很深刻的印象。国际奥委会北京奥运会协调委员会主席海因·维尔布鲁根先生，在这方面也给予了充分肯定。

记者：能不能请您介绍一下奥帆赛期间的新闻宣传与媒体运行工作？

夏耕：我们的新闻宣传与媒体运行团队与国际帆联、奥林匹克电视转播商配合非常好，非常默契。我可以向你提供这样一组数据：奥帆赛广播电视信号得到了21家持权转播商的青睐，20多个国家和地区的25家广播电视媒体来青岛参与了奥帆赛的报道。34个国家和地区的183家媒体、299名注册记者来青岛采访，共刊发奥帆赛报道2171篇，被网络转载2185篇次。奥帆赛期间，2008北京国际新闻中心青岛分中心共接待了境内外记者747人，组织举办了城市运行新闻发布会13场，为媒体记者精心安排了5大类60多项具体采访和文化、旅游观光活动。媒体工作间接待记者近2000人次，提供了非常好的媒体服务，组织了近20场媒体集体采访活动、11场赛事媒体通气会、11场前三名获奖运动员新闻发布会和3场赛事组织运行新闻发布会，我们共派发媒体船252条次、媒体记者863人次。为媒体提供了及时、准确、高质量的奥林匹克新闻服务，提供帆船项目的背景信息439条，及时准确地发布了各类赛时新闻371条。中央电视台直播了3场奥帆赛比赛，高质量的新闻宣传和媒体运行工作进一步提升了城市形象，扩大了城市影响力和美誉度。同时，奥帆赛期间的新闻宣传与媒体运行工作，也为我们今后的新闻宣传积累了经验。

记者：8月20日，中国运动员殷剑在奥帆赛上夺得女子帆板比赛金牌，您在第一时间向殷剑表示祝贺，请谈谈您的感受。

夏耕：作为奥帆委主席，我始终有一个愿望，就是希望在青岛这片美丽的海湾，在奥帆赛场上，奏响中华人民共和国国歌，实现中国代表团在奥运会帆船帆板项目金牌“零”的突破。

8月20日是一个值得特别纪念的日子。这一天，经过十轮系列赛和一轮奖牌轮的激烈角逐，中国帆船队殷剑在女子帆板比赛中勇夺金牌，青岛奥林匹克帆船中心奏响了中华人民共和国国歌。中国帆船队的第一枚奥运金牌能在青岛产生，非常令人振奋和鼓舞。

我想，殷剑的夺冠，使本届奥帆赛锦上添花，更加圆满。同时这一优异成绩将激发后来者不断超越，能够引导更多的青少年加入到帆船队伍，中国的帆船帆板运动和青岛打造中国“帆船之都”的步伐将进一步加快。

记者：张娟娟在2008北京奥运会上取得了女子射箭金牌，不仅了创造射箭史的奥运记录，而且实现了青岛运动员在奥运金牌上零的突破。作为青岛市市长，请您谈谈对这枚金牌的感想。

夏耕：看到张娟娟夺得金牌的瞬间，我感到非常振奋、很受鼓舞。张娟娟这枚金牌不仅是中国射箭运动的一个里程碑，同时也是青岛籍运动员在奥运赛场上获得的首枚记牌，实现了青岛奥运金牌零的历史性突破。特别是她不畏强手，过关斩将，打破了韩国在奥运会上对射箭项目的长期垄断，意义非凡，全市人民为她自豪、为她骄傲。

青岛有22位运动员参加了本届奥运会，以张娟娟为代表的青岛运动员在奥运会上不屈不挠、顽强拼搏，勇夺一枚金牌、一枚银牌、两枚铜牌，创造了青岛运动员在奥运会历史上的最好成绩，他们为祖国赢得了荣誉，为青岛争得了光彩。青岛奥运健儿的表现，必将极大地推动青岛体育事业和全民健身运动的开展，激励全市人民在各自的岗位上发奋工作，推动经济社会实现又好又快发展。

记者：国际帆联主席约伦·彼得森先生在奥帆赛结束后离开青岛时说，希望青岛继续推广帆船运动，您怎样理解和看待这番话？

夏耕：筹办奥帆赛的七年，我们与国际帆联、各国帆船协会结下了身后的友谊，他们对青岛打造中国的“帆船之都”非常支持。同时，青岛一流的国际帆船中心，奥帆赛积累的经验，以及青岛帆船运动的基础，都有助我们把青岛打造成中国的“帆船之都”，进而使青岛成为在国际上具有一定知名度的帆船城市。

近几年来，为打造帆船之都，我们主要做了四件事：一是普及帆船知识，推广帆船运动。实施了“千帆竞发2008”工程，启动了“千帆竞发2008”帆船运动进校园活动，开展了青少年帆船运动“双千计划”，发动社会各界捐赠1000条帆船，聘请外国专家培育1000名青少年帆船运动员。此外，我们在全市设立39所帆船运动特色学校，建立100个中小学生帆船俱乐部。二是结缘国际组织，加盟大型赛事。成功运作“青岛号”参加两届克利伯环球帆船赛，并组织了青岛站活动。在奥帆赛期间，青岛市政府与克利伯组委会签署了新的合作协议，青岛有希望成为克利伯环球帆船赛在中国的永久一站；明年2月，著名的沃尔沃环球帆船赛也将抵达青岛。三是开展境外推介，扩大形象宣传。确立了“国外宣传重吸引、国内宣传重造势、市内宣传重动员”的思路，实行了奥运宣传、招商引资、旅游促销和城市推介“四位一体”，在全球37个城市开展了宣传推介工作。四是组建了由青岛运动员组成的天泰英凌铃级女子帆船队，代表中国参加奥帆赛，首次出征奥帆赛就取得了该项目的第八名的不错战绩。

通过承办奥帆赛，青岛培养了一大批优秀人才，在各方面形成了与国际惯例接轨的行为规范。在支持奥帆赛、参与奥帆赛、奉献奥帆赛的过程中，帆船运动也从知音难觅走入了普通市民的生活，帆船成为普通青岛市民割舍不开的一个生活元素，成为这座城市一个全新时尚的代名词。奥林匹克帆船中心让青岛有了开展帆船运动的场所，青少年帆船运动员的培训让青岛有了驾驭帆船的后备人才，帆船俱乐部的建立让喜欢帆船运动的人找到了参与帆船运动的组织。这一切都在预示着，帆船运动在青岛前景无量。

记者：作为市长，您认为奥帆赛留给青岛最大的财富是什么？

夏耕：对800万青岛人民来说，刚刚过去的奥帆赛是值得一生珍藏的美好记忆，青岛人民对奥林匹克的真诚奉献，必将载入百年奥运帆船运动的史册；对青岛这座城市而言，奥帆赛则是加速城市向更高层次发展和跨越的一个全新机遇。

奥帆赛留给青岛的财富是一篇大文章，可以说有看得见的，更有许多是看不见的。比如，通过奥帆赛筹办给这座城市带来的开放氛围、社会的文明程度、市民的环保意识、为国争光的精神以及整个城市形成的团结协作体制机制，都将成为未来青岛发展的重要财富。

研究数据显示，奥帆赛对青岛经济发展的拉动作用大概占整个GDP的4.5%，每年可以拉动GDP增长0.8个百分点左右，特别是旅游业、物流业、服务业、会展业得到迅猛发展。另一方面，奥帆赛的后续效应将对服务业的拉动作用持续一个较长时期，助推青岛市经济实力进一步增强；奥帆赛成功运用的环保新技术、可持续发展理念在赛后将会加快向全市经济社会其他领域推广应用；奥帆赛是让世界了解青岛的一个过程，世界将以更加全面的目光、更加热情的态度接纳青岛。青岛则将以更加自信的心态、更加雄厚的实力融入世界，促进与世界各国各地区的交流。

在筹办奥帆赛的过程中，青岛市加大了城市环境景观建设和环境整顿治理力度，群众生产生活条件得到了极大改善，使奥帆赛的筹办成为一项惠及民生的伟大工程。通过实施绿色奥运，青岛的生态特色更加鲜明，城市环境更加优美。

在筹办奥帆赛推进人文奥运过程中，我们把提升市民文明素质、提升城市文明程度作为核心要素，把建设现代滨海文化名城与奥运文化结合起来，围绕奥运主题，创作了一批富有奥运情结的艺术精品，举办了一批具有地域特色的文化活动，组织了一批传递奥运精神的对外文化交流。奥帆赛期间，组委会及所有工作人员一丝不苟、精益求精、确保落实的务实精神，活跃在赛场内外的志愿者服务社会、助人为乐的奉献精神，市民为当好东道主自觉提升素质、规范服务的主人翁精神，成为青岛人民的宝贵精神财富，它极大地丰富了青岛城市精神，是我们加快发展的强大动力。

奥帆赛是一座桥梁，它连接着青岛和世界；奥帆赛是一个舞台，它展现着青岛人民拼搏奋斗、昂扬向上的精神风貌和创造美好未来的坚定信心；奥帆赛更是一个新起点，它开启了青岛又好又快发展的新征程。当前，青岛市正着力推进“环湾保护、拥湾发展”战略，这一战略对于青岛未来城市格局的形成至关重要。全市上下将乘奥帆赛东风，加快实施这一战略，早日把青岛建设成为富强文明和谐的现代化国际城市。

Qingdao Lives up to Its Historic Selection

ordinary Qingdao citizens as well as a fashionable symbol of the city. The Olympic Sailing City enables Qingdao to have a venue to launch the sport of sailing. The training of young and adolescent athletes enables Qingdao to have the talents to navigate the sailboats. The establishment of sailing clubs enabled those who like sailing to find the organization to participate in the sport. All these imply that the sport of sailing has a promising future in Qingdao.

R: What do you think is the greatest legacy the Olympic Regatta has left for Qingdao?

Xia: Taking advantage of the Olympic opportunity, Qingdao has launched the adjustment of its industrial structure.

Research data reveals that roughly 4.5 percent of the recent GDP increase in Qingdao's economic development has been brought about by the Olympic Regatta. Every year, it can promote about 0.8 percent increase in the GDP. After the Olympic Regatta, the tourism industry, logistics industry, service industry and conference and exhibition industry in particular will show rapid development. Moreover, the continuing effects of the Olympic Regatta in the service industry will last a long time, thus promoting the further increase of Qingdao's economic power.

In the course of preparing for the Olympic Regatta, Qingdao made efforts to construct urban landscapes and improve the environment. Consequently, people's working and living conditions have been greatly improved, thus enabling the great project of the Olympic Regatta to bring about considerable benefits to people's lives.

In the course of preparing for the Olympic Regatta, based on promoting the comprehensive service functions of the city, by means of connecting the building of a modern famous city and the Olympic culture, and centering around the Olympic theme, we have created a host of art works, hosted a number of cultural activities with regional characteristics, and organized aseries of foreign cultural exchanges relaying the Olympic spirit. During the Olympic sailing competitions, the citizens consciously conduct themselves to act as the hosts, which becomes the treasured spiritual wealth of the people of Qingdao and considerably enriches the city spirit of Qingdao. It is also a source of energetic power for us to speed up our development.

R: On August 20, Chinese sailor Yin Jian won a gold medal of the women's sailboard race. You were the first to congratulate Yin Jian. Could you talk about your feelings?

Xia: After ten series of races and the final medal race, Chinese sailor Yin Jian won gold medal of the RS:X Women's race and broke the "zero gold medal" record of the Chinese sailing team. We felt very excited and encouraged that the first gold medalist of the Chinese sailing team could be born in Qingdao. Yin Jian's gold medal made the Olympic Regatta this time exceptionally satisfying.

R: Zhang Juanjuan won the gold medal for women's archery at the 2008 Beijing Olympic Games, which not only created a record in the Olympic archery history, but also broke the "ero gold medal" for Qingdao athletes at the Olympics. As mayor of Qingdao, could you talk about your feelings about this gold medal?

Xia: I felt very excited and encouraged at the moment when Zhang Juanjuan won the gold medal. The gold medal won by Zhang Juanjuan not only was a milestone in Chinese archery, but also broke the "zero gold medal" for Qingdao athletes at the Olympics and realized Qingdao people's expectations on the Olympics. Moreover, she broke South Korea's dominance of archery at the Olympic Games. So the people of the whole city feel proud of her.

R: When leaving Qingdao after the Olympic Regatta was completed, International Sailing Federation President Goran Petersson said that he hoped Qingdao would continue to popularize the sport of sailing. How do you understand and treat his words?

Xia: Through hosting the Olympic Regatta, Qingdao has trained a host of excellent talented people and has formed the codes of conduct following the international practice with regard to all aspects. In the course of supporting the Olympic Regatta, participating in the Olympic Regatta and fulfilling our obligations to the Olympic Regatta, sailing has become an inseparable element in the lives of the

Xia: The success of the Olympic Regatta is due to all the citizens of the city. With their utmost enthusiasm and great efforts, eight million Qingdao people created a beautiful city environment and a peaceful Olympic atmosphere, offered up a characteristic and high-level Olympic Regatta to the

world, and added glamour to the Beijing Olympic Games.

R: In terms of the racing events organization, service and security, what do you think in Qingdao is worthy of being acclaimed?

Xia: With respect to the racing events organization, the gyms were operated with high efficiency and in good order and launched smooth communication and cooperation with the departments concerned. 201 working boats and 100,000 pieces of sports equipment were operated well. Reporter (R): As Chairman of the SSCQD, could you give us a review of the Olympic Regatta that has just come to an end?

Xia Geng (Xia): During the Olympic Regatta, thanks to outstanding organization work, Qingdao guaranteed the smooth process of the racing events, thus fulfilling the solemn promise made to the international community and winning high acclaim from IOC President Jacques Rogge. Regarding the 2008 Olympic Regatta, the judgment of the International Olympic Committee and the International Sailing Federation was that it was the "most brilliant Olympic sailing competition in history. The organization of

ceremonies were smoothly held. The sailing competitions not only increased the fierce level of the races, but also promoted the appreciation level. The "Qingdao mode" made its own contribution to the sport of sailing and to future Olympic Regattas, thus creating its own speial characteristics that deserve to be recorded in history.

The facilities of our Olympic Sub-village were operated smoothly, which created a good living environment for the competitors. Our facilities for spectators created a new record in the Olympic competition. The land spectator area and the Theme Park served a crowd of more than 200,000 people. In the previous Olympic sailing competitions, no land area was available for spectators.

Moreover, the work concerning security, transport, lodging, departure and arrival, registration, medical care, logistics and technological specification was all performed in an orderly fashion which ensured the smooth process of the Olympic Regatta and won full affirmation and high acclaim from the International Olympic Committee and the International Sailing Federation.

R: How do you evaluate the volunteer service work for the Olympic Regatta?

Xia: With their brilliant smiles, enthusiastic professional service and high quality work, the volunteers provided a sound guarantee for the smooth operation of the racing events. They, therefore won acclaim from all their various clients and became a beautiful landscape feature. IOC President Jacques Rogge said that the outstanding work of the volunteers showcased the friendliness and enthusiasm of the Chinese people. Every volunteer kept smiling and was eager to help others. This was their genuine success.

R: Could you introduce the press, publicity and media operation during the period of the Olympic sailing competition?
