Research on the Evolution and Implementation of Innovative Entrepreneurship Education Policy

Abstract: Today, innovation and entrepreneurship has become a new driving force for China's economic development and social prosperity, and it has gradually become a hot spot in innovation and entrepreneurship education. At the same time, China has introduced a number of relevant innovation and entrepreneurship education policies to encourage and support the implementation of innovation and entrepreneurship education. This paper collects the data of the policy text and the number of policies in the innovation and entrepreneurship policy column of the Chinese government network, and as a research basis, it briefly describes the innovation and education policy of our country and its development and improvement process.

The study found that the innovation and entrepreneurship education policy underwent three historical periods of the policy evolution: the beginning of the policy (1999-2009), the policy diffusion period (2009-2014) and the policy implementation period (2014 to present). In addition, the implementation process of innovation and entrepreneurship education policy is expounded from three perspectives: government support, university cultivation and enterprise development. At the same time, this paper gives some suggestions for improving the quality evaluation system of innovation and entrepreneurship education, and points out that the government needs to strengthen communication with universities and enterprises, improve and formulate the scientific and reasonable innovation and entrepreneurship education policy, so as to reform and innovate the training mode of entrepreneurial talent.

The development of innovation and entrepreneurship is an important driving force for the development of China's national comprehensive strength, and the development of innovation and entrepreneurship education is the new force guarantee for innovation and entrepreneurship. China is the most populous country in the world, vigorously develop innovation and entrepreneurship education, training with professional entrepreneurial skills and tenacity of the innovative spirit of the new talents, so that China's transition from a large population to rich human resources, is of great meaningful.

In this context, the development of innovative and entrepreneurial education shoulders a great significance, improve the innovation and entrepreneurship education policy, guide the innovation of entrepreneurship education healthy and efficient development is critical. So, what is the historical evolution of our country's innovative and entrepreneurship education policy? How is innovation and entrepreneurship education implemented? Is there a need to improve the path selection in the process of implementing the innovation and entrepreneurship education policy?

In order to analyze and answer the questions above, this research collects the data from the official website of the Chinese government. And the state and local governments' policies on innovation and entrepreneurship education are listed and analyzed. On this basis, through the implementation of the implementation of national policy to the local situation in order to put forward relevant policy recommendations. The research on the evolution of the innovation and entrepreneurship education policy will help to enrich the academic research of the innovation and entrepreneurship education policy in our country, and also provide a new direction in our government to re-examine, adjust and implement the innovation and entrepreneurship education policy so as to adapt to the needs of international innovation and entrepreneurship situation.
